Measure M funded an update of the City's Development Code.  The goal was to create a flexible, user-friendly set of land use and development regulations that serves as an effective tool to implement the community's vision. 

Much of the previous code was adopted in the 1980's and 1990's, so timing was right to revamp the code as it coincided with the adoption of the 20-year General Plan in 2015. This update will regulate exactly how and where land may be used to achieve the General Plan overall vision.

Public involvement was encouraged throughout this process. The planning code update was approved by Council in June 2022.

The objective of this initiative was to develop a comprehensive Housing Strategy that promotes multiple forms of rental and homeownership opportunities and removes barriers in order to provide all types of housing for our community.

On June 28, 2022, City Council accepted the updated housing strategy and it's three main goals:

• Goal 1: Encourage a Diversity of Housing Choices; 
• Goal 2: Address Regulatory and Financial Barriers to Needed Housing Production; and
• Goal 3: Create New Initiatives and Programs to Address Housing Needs.

Phase II of the City’s Biotech Attraction Initiative has completed which included setting up a non-profit organization; creating a life science advisory board comprised of local and regional industry leaders; establishing new zoning opportunities that promote life science uses and facilitates a streamlined approval process; hosting multiple familiarization tours with biotech real estate developers and brokers; and participating electronically at Bio International 2020 to promote and market Vacaville’s new strategy.  

Measure M Funding has provided $2,000,000 in additional funding to return the fleet program to regular scheduled equipment and vehicle replacement.  This year these funds supported the purchase of 28 vehicles for the Fire Department, Police Department, and Public Works.

The Play4All park was built to allow kids of all ages, regardless of their abilities to play on structures that include accessibility features.  The City donated a one-time grant of $350,000 to Play 4 All, Inc. on July 15, 2021 and has committed to provide the ongoing maintenance of the park.  Play 4 All, Inc. will continue to do fundraising for future expansion of the park, including the replacement or equipment repairs. 

Play4All park is truly a community park, designed and built by community members for community members, with support from the City and other local businesses, this park was designed and built to be a free, safe and accessible place for families to go for fun, sports, picnics, entertainment and relaxation.

In 2019 $500,000 was dedicated to the 2019 Asphalt Concrete (AC) Overlay Program. 

Additionally, $187,593 was reallocated from the East Monte Vista and Gibson Canyon Pavement Repair, which brings the total project budget to $687,593. Asphalt Concrete Overlays add a new asphalt wearing course to an existing roadway, essentially creating a new road surface, which is free from cracks, potholes, and signs of extensive environmental and traffic related deterioration. 

Measure M funding effectively doubled the arterial roads that were able to be overlaid with the 2019 AC program. Additionally, portions of California Drive were recycled by grinding up and reusing the existing road materials to repave the roadway from Marshall Road to Alamo Lane. The map shows the areas receiving asphalt concrete overlay in 2019. 

In 2019, $40,000 was been dedicated to the 2019 Crack Seal Project.  Crack Sealing is a preventative maintenance treatment that extends the life of roads by sealing existing cracks which eliminates water from infiltrating the road. Moisture infiltration is a leading cause of pre-mature pavement failure including pot holes. In 2019 Vacaville was able to seal over 23,515 LN FT of streets throughout the City.

Measure M provided funding to rehabilitate East Monte Vista Avenue, from Airport Road to Vaca Valley Parkway, and Gibson Canyon Road, from the existing bridge north of East Hemlock Street to Fruitvale Avenue. 

This project utilized a method called cold‐in‐place recycling with foamed asphalt and overlaying with Rubberized Hot Mix Asphalt.  This process is not only better for the environment, it is also less expensive than traditional methods.

Measure M provided $750,000 in gap funding for the construction of a 4,000-5,000 square foot Public Works Maintenance Administration building at the City's Corporation Yard.

This included a remodel of the existing maintenance supervisor's offices, lunchroom, and locker facilities, demolition of the existing modular trailers for maintenance administrators, engineering, ADA, recycling, and other staff.  The full project is funded by several sources totaling over $3.75 Million, and construction is now complete.

Slurry sealing is an inexpensive preventative maintenance treatment that seals our residential and collector streets with a water proofing barrier attempting to keep them in good repair by delaying the effects of environmental degradation and deferring more costly repair work. Vacaville combines crack sealing with slurry seals to attempt to minimize the proliferation of cracks.

With the infusion of Measure M funds the City completed slurry seal of streets in the Street Maintenance Areas as shown on the map. The City’s goal is to slurry seal all residential and minor collector streets every  5-7 years.

 In 2019 $60,000 was dedicated to the Street Striping Project.  This program focuses on improving roadway safety through the installation of new pavement markings, markers, and other regulatory roadway striping graphics where the existing striping has become difficult to see. Appropriate striping and pavement markings make our roads easier and safer to navigate for the travelling public.  

This project is critically weather dependent requiring street surfaces to be completely dry for proper application; thus, most of the work was performed in late summer of 2019.

In Fiscal Year 2020/2021 the City completed the refurbishment of our decorative Downtown street lights on E. Main. This included new powder coating, light globes, and fixing any other problems or defects. The lights look fantastic now!

Pedestrian Path Repairs

As part of the Parks Beautification Program budget for 2018-2019, funded by Measure M, the pedestrian path at Beelard Park has been repaired.  Repairs include removing lifted and severely cracked areas and replacing it with new asphalt. 

Beelard Park is located at 750 Beelard Drive with access to the Alamo Creek Trail, a 4.4 mile bike and pedestrian trail that runs along the South end of town from Patwin Park (near Leisure Town at Elmira Road) in the East to just behind Three Oaks (on Marshall Road) in the West.

The trail is accessible from several neighborhoods, and connects directly or indirectly to additional parks including Arbor Oaks and Nelson Parks, as well  and Southwood and Al Patch Parks via the Southside Bikeway.

Fitness stations at Hawkins Park & Southwood Park have been replaced and the project is now complete.  Fitness stations provide free opportunities for individuals to engage in physical activity and improve their overall health and well-being. These stations offer a variety of exercise options, such as strength training, cardio, and flexibility exercises, catering to different fitness levels and preferences. By promoting regular exercise, fitness stations help reduce the risk of chronic diseases, improve mental health, and enhance community cohesion. Additionally, these stations encourage outdoor recreation and social interaction, creating a more active and vibrant community environment.

Keating Park first began operating in 1962 and has served generations of little league players.  The current 24-acre park boasts seven baseball fields of various sizes and includes all the necessary supporting facilities.  

Parking Lot Repairs 

Over time, the parking lot and drive isles' asphalt surfacing cracked and disintegrated leaving potholes and low spots where water accumulated and caused further erosion of the surface. Public Works staff has partnered with Coastland Civil Engineering to design the necessary repairs in preparation for rehabilitation which was  completed in 2020.
