2025 Water and Wastewater (Sewer) Rate Update
- By law, rate revenues cannot fund discounts. Proposition 218 prohibits charging customers more than their proportional share of service costs, and one group cannot be charged more to reduce costs for others. Vacaville’s low-income program is supported by non-rate revenues like lease agreements, late fees and hydropower from Monticello Dam.
The new water & sewer rate increases are paying for the City’s Easterly Wastewater Treatment Plant solar project.
The solar project is not funded by rate increases.
- Built through a Power Purchase Agreement (PPA) with minimal upfront cost to the City.
- The City simply pays for the electricity the panels produce at a locked-in rate.
- This project is projected to save about $460,000 in the first year and millions over 20 years by reducing PG&E costs.
- Utility ratepayers do not subsidize new development’s water and sewer connections, these expenses are funded by the developers through Development Impact Fees. Instead, rates fund ongoing operations, maintenance, repairs, and citywide capital improvements (like the Chromium-6 treatment, replacement of aging pipelines, and regulatory compliance).
- Water rates haven’t been adjusted since 2020 and sewer rates since 2014. Meanwhile, costs have continued to rise, and previously deferred increases have resulted in significant infrastructure needs. The updated rates are being phased in over 5 years to keep the utilities sustainable.
The 5-year plan funds $81 million in water projects and $58 million in sewer projects, using a combination of rate revenues, development impact fees and approved grant funding. These projects include:
- Chromium-6 treatment facilities (state-mandated in April 2024, ~$36 million)
- Improvements to water and sewer facilities such as well sites, water booster pump stations and sewer lift stations
- Ongoing repair & replacement of existing aging system pipelines and water meters to maintain reliability
To balance the need for financial sustainability with customer concerns about affordability, rate increases have been implemented below the recommended levels. This approach aims to reduce the immediate financial impact on ratepayers, but as a result, not all future system costs will be funded.
- Proposition 218 requires utilities to set fees that cover the cost of service to a parcel. Rates are established based on cost-of-service projections and adjustments are needed to cover rising costs (equipment, treatment, water supply, labor, and power) and to fund critical infrastructure projects. Without them, Vacaville cannot keep up with the required water quality and reliability standards.
Alarm Ordinance
- Your agreement with your alarm company is a private contract. The police are not obligated to respond to alarms, but we do so whenever possible.
- Call (888) 509-9165. If you get our voicemail system, be sure and mention you have a question about an alarm bill. Provide the date, time, and location of the alarm, as well as a contact number. You may also visit www.famspermit.com/vacaville.
- If you wish to appeal a false alarm fine, please contact the City of Vacaville False Alarm Reduction Program at (888) 509-9165 within 21 days of the invoice date.
- Like any unpaid bill from the city, it will go to collection.
- Know how your system works and make sure it is working properly. Contact your alarm company for help you if you encounter problems. Make sure that pets, kids, ceiling fans, and other things don’t create a problem for you. Your alarm company wants to help you prevent false alarms; call them.
- Since 1978 we have been billing for false alarms. The current ordinance authorizes us to do so. Responding to false alarms negatively impacts our ability to deal with real crime problems and provide proactive crime prevention. False alarms are preventable. Those who have alarm systems have made a choice to accept the responsibility to prevent false alarms.
- The current ordinance allows you to have false alarms without being billed for 30 days after the alarm is installed.
- From the Municipal Code: “False alarm means an alarm system that emits a light or sound or transmits a signal or message resulting in a response by public safety officers when the situation does not require a public safety response. False alarms caused as a result of power failures, power surges, or acts of nature not the fault of the alarm user or system subscriber or the alarm business shall not be considered to be a false alarm.”
- The Municipal Codes are available online, at the public library, or at City Hall. The Alarm Ordinance is located in chapter 15.28, building security. The new amendments should be available soon. In addition, your alarm company is required to supply you with a copy of the new, revised ordinance.
Alert Solano
- Alert Solano is an emergency notification system that may be used to deliver alerts when there is a threat to the health or safety of residents. In the event of an emergency, public safety agencies such as the Sheriff’s Office, police or fire will be able to provide emergency information directly to you. These notifications and updates can be configured to be sent to your cell phones, mobile devices, home, work and/or e-mail account. Residents may also sign up to receive community alerts.
- The Alert Solano Account allows you to provide customized information to allow the most efficient delivery of emergency information. This is available to anyone that lives, works or would like to receive information for a specific location in Solano County. You can add multiple devices (cell phone, smartphones, tablets and email address) to your Alert Solano account. Alerts can be sent to all devices listed in your Alert Solano account.
- In an emergency situation an alert may be sent by emergency response agencies by text, email or voice recording to your mobile device, home or business phone. Alert Solano contacts thousands of resident instantly by phone, text, email, fax and instant messaging. Recipients may receive instructions for safety precautions or evacuations. If the recipient does not confirm receipt of the message, the system may continue trying to contact you until it receives a confirmation.
It is important for residents not to rely on Alert Solano as their only means of emergency information. The system may be used in conjunction with information provided to the media, directions given by emergency responders, and information posted on official county, city and other government websites.
- Emergency Alerts = Evacuation notices, hazardous materials incidents, community policing (Amber Alerts, Silver Alerts, endangered missing adults, investigative canvassing, prisoner escapes, search for outstanding suspects), public health alerts (boil water alerts, biting animal alerts, infectious disease outbreaks, heat and cold advisories to vulnerable populations), severe weather, and any other threats to the health or safety of residents.
Community Alerts = Non-emergency law enforcement and fire information, community event information, utility notifications, public meetings, and public works projects/road closures.
- Alert Solano is managed by the Solano County Sheriff’s Office/Office of Emergency Services. The service is free to register and is available to all cities, and special districts within Solano County. Alerts can also be sent by local police, fire and emergency managers from other cities in Solano County.
- Many people no longer use landlines and/or rely on their cellular phones or VoIP phones. If you live, work or go to school in Solano County and are over 18 years old, you may now register your cellular phone number (to receive calls and/or texts), email addresses, or VoIP (Voice over Internet Protocol) phone number on our secure portal to be contacted in an emergency affecting your Solano County geographic location.
- Alert Solano utilizes commercially available phone data as a core source of contact information. This includes all listed landline telephone numbers and some cellular telephone numbers and some VoIP (Voice over Internet Protocol) telephone numbers.
Alert Solano also receives all unlisted phone numbers in Solano County. The use of the unlisted phone numbers is restricted to emergency notifications only per Public Utility Commission regulations.

Animals
- Your dog must be licensed to reside in the City of Vacaville. In accordance with Section 6.08 of the Vacaville Municipal Code, all dogs over the age of four months must have their rabies vaccinations and be licensed. Dog licensing is administered by Solano County Animal Care Services.
- Your veterinarian is your best option and can fully explain spay and neuter procedures to you and discuss with you the best age to sterilize your pet. Both the Solano SPCA and the Solano County Animal Care Services may provide low-cost spay/neuter resources for either dogs or cats.

Humane Animal Services (HAS) provides animal control services for the City of Vacaville and may be able to assist you based on the exact nature of your concern. You can contact them at (707) 449-1700. The Vacaville Police Department also may be able to assist you if the situation warrants immediate attention. - Spaying or neutering is good for your pet. Altering your animal reduces the incidence of a number of health problems that can be difficult or expensive to treat and lets him live a longer, healthier life. In addition, spaying or neutering your pet makes him a better, more affectionate companion. Unsterilized animals often exhibit more behavior and temperament problems (such as running away, displaying nervous behavior, or incessant crying) than those pets who have been spayed or neutered. - The Solano SPCA accepts owner-surrendered animals at 2200 Peabody Road in Vacaville (immediately adjacent to the Vacaville Correctional Facility). The SPCA's hours are Thursday through Friday, 2:00 to 6:00 PM and Saturday & Sunday, 1:00 to 5:00 PM.
Annual Recertifications
- The VHA/SCHA has established appropriate recertification procedures necessary to ensure that the income data provided by families is complete and accurate. The family must complete a recertification form. The recertification form will be reviewed by the VHA/SCHA, and the information provided by the family will be verified.
- Families will be granted a maximum of one (1) reschedule for good cause. If the family does not appear for the recertification interview in person or by phone, and has not rescheduled or made prior arrangements, the VHA/SCHA will send a notice scheduling a final appointment for a resolution conference. If the family fails to appear for the final appointment, and has not requested in advance to reschedule for good cause, or if the family has a pattern of missed appointments, the VHA/SCHA will send the family a notice of termination and offer them an Informal Hearing.
- The VHA/SCHA may deny or terminate assistance for a family because of the family's action or failure to act. The VHA/SCHA provides families with a written description of the family obligations under the program, the grounds under which the VHA/SCHA can deny or terminate assistance, and the VHA/SCHA's informal hearing procedures.
- Section 8 Regulations now require that all income (money) you receive must be reported. This includes Food Stamps, income received by children, etc. Although not all these amounts are used to calculate your share of the rent, you must report them. Also complete current bank statements or other asset income must be reported. It is a HUD requirement that families report all changes in household composition.
- 'Good Cause' is defined as an unavoidable conflict that seriously affects the health, safety or welfare of the family. Families will be granted a maximum of one (1) reschedules for good cause.
- In the notification letter to the family, the VHA/SCHA will include instructions for the family to bring the following items: Completed Personal Declaration Form; Current documentation of all household income and assets; Current documentation of any deductions/allowances; and Release of Information documents signed by all adult household members. If all required documentation isn't provided by the date of the interview appointment, the family will be given a form requesting any missing documents and allow 7 calendar days to provide them. If the documents are not provided within 7 calendar days, the VHA/SCHA may begin the process to terminate the family's assistance.
- In accordance with HUD requirements, the Vacaville Housing Authority (VHA) and the Solano County Housing Authority (SCHA) will recertify the income and household composition of all families at least annually.

CFD (Community Facilities District)
The CFD special tax rates are calculated at the time of formation based on the cost of providing public safety services, less revenue generated by the development of the property. The net unfunded cost is used to establish the CFD special tax rates.
Current, comprehensive tax information is available through the Solano County Tax Assessor’s website by typing the home’s address into the search bar. Below, you will also find a link to an interactive map of the City’s current CFD boundaries detailing the properties/parcels within Vacaville’s CFD areas.
The special taxes are levied annually as part of each parcel’s property tax bill and are subject to an annual inflation adjustment. The taxes do not expire, but continue in perpetuity.
A CPI adjustment is applied to the CFD tax rate annually. For CFDs 8-12 the City uses the Bureau of Labor Statistics CPI series for Urban Wage Earners and Clerical Workers San Francisco-Oakland-Hayward (CWURS49BSA0). For CFD 1 the CPI series adopted at formation and applied annually is All Urban Consumers San Francisco-Oakland-Hayward (CUURS49BSA0). These data sets were chosen due to Vacaville's proximity to the regions included in the BLS analysis and Solano County's status as a Bay Area County. A Community Facilities District, or CFD, is a special financing district that provides a mechanism for funding specific services. In Vacaville, CFDs are generally used to fund public safety services in areas that are added to the City and transitioning from vacant property to residential development.
The special taxes collected contribute to the funding of the additional police and fire services required to serve the property within the CFD.
- The methodology used to set the tax rate at the time of formation varies by district. For example, CFD 1, which has the lowest special tax rate, was formed in the 1980s with the goal of funding 25% of the costs of Fire Station #74. Two of the latter districts: CFD 10 and CFD 11, which have the highest tax rates, were formed in late 2005/early 2006 and the tax rate was based on a requirement to pay the full cost of public safety services associated with development in those district boundaries.
City Aide Program
- No, City Aide Program assignments are limited and submission of an online interest card or verification of eligibility does not guarantee placement in an assignment.

The City Aide Program's goal is to help participants develop job skills and gain valuable, paid work experience, fostering their ability to obtain future employment and function effectively in the workplace. - Online interest cards are screened by SDS to verify eligibility and determine the best matches for each assignment.
Digital Freeway Billboards
Vacaville Municipal Code Section 14.09.260.100.B.4.c requires that digital billboards not operate at a brightness of more than 0.3 foot candles above ambient light. Additionally, digital billboards must incorporate techniques such as recessed illumination and automatic dimming devices to ensure that the light exhibited by the billboard does not impair the safety of travelers on the freeway and the surrounding area. Malfunctioning digital billboards must also be capable of being remotely shut off.
In addition to the requirements outlined in the ordinance, future digital billboards must also comply with all applicable State and Federal regulations.
The City will begin accepting applications for digital freeway billboards on August 22, 2024. All development applications must be submitted in-person or via mail to Vacaville City Hall. Applications must include a completed Master Planning Application, the required application fees, and all required submittal items identified in the submittal checklist.

Digital billboards require approval of a Conditional Use Permit (CUP), Major Design Review (DR), and Development Agreement (DA), which are subject to review by the Planning Commission and approval by the Vacaville City Council. Applications for new or converted digital billboards must participate in a DA, and applications must include clear provisions that result in substantial benefits to the community, such as the removal or relocation of existing static billboards; one-time installation fees with ongoing revenue-sharing; and/or community beautification.
Submitted applications are reviewed for completeness in accordance with the submittal checklist. Projects that are missing required information would be deemed incomplete and issued a completeness and design comments letter within 30 days of the submittal date.
As part of the application review, the City will evaluate applications to determine compliance with objective design standards, provisions for community benefits, and consistency with required findings. These include that the billboard (1) will not create a hazard to vehicular or pedestrian traffic; (2) will comply with State and Federal law; (3) will provide public benefits to Vacaville through a Development Agreement that offset the billboard's impacts; and (4) will have a design that reflects Vacaville's identity, character, and history. Billboards that fail to meet these findings, and/or fail to provide substantial community benefits will not be recommended for approval.
- In 2024, the City of Vacaville prepared and circulated a draft Initial Study/Mitigated Negative Declaration' for the Digital Freeway Billboards Zoning Text Amendments. The analysis disclosed the potential for 16 new billboards along Interstate 80 and Interstate 505, which was adopted by City Council on June 25, 2024. Each new application would be reviewed to determine consistency with the previous environmental analysis. Projects that fall within the previous analysis would not be required to conduct further environmental review. New projects that are outside the scope of the original analysis would be evaluated to determine the appropriate approach for conducting subsequent analysis in accordance with the California Environmental Quality Act (CEQA).
The ordinance outlines minimum design standards that all digital billboards must achieve. For example, all digital billboards must have City identification, such as the word 'Vacaville,' the words 'City of Vacaville,' or the City logo. Additionally, all billboard structures must incorporate Vacaville-specific designs and themes, such as golden hills, biotechnology, and/or agriculture.
The Digital Freeway Billboards Ordinance also updated the Vacaville Gateways Master Plan, which provides standards to create a unique and memorable visual experience along the Interstate 80 and Interstate 505 freeway corridors. The updated plan revised policies regarding digital billboards, adding Policy G1-2, which allows digital billboards if they enhance the freeway experience and provide offsetting community benefits. The design of new digital billboards and the landscaping surrounding billboard structures must be designed in compliance with the Vacaville Gateways Master Plan.
The ordinance also defines objective design standards for digital billboards, such as the maximum dimensions of the sign, the maximum number of sign faces, and the maximum height allowed.
New digital billboards are only potentially allowed in two areas in Vacaville through an entitlement process including a Development Agreement:
- Interstate 80 between Leisure Town Road and Midway Road
- Interstate 505 (west side only) between Vaca Valley Parkway and Midway Road
- Digital billboards are not allowed along Interstate 505 within the Nut Tree Airport Area of Influence (AIA). New digital billboards along Interstate 80 within the AIA must be referred to the ALUC for a consistency determination. Signs are only allowed in Commercial and Employment zoning districts.
- The billboard must be at least 3,000 feet away from another digital billboard and cannot be located within 300 feet of any residences or lodging, such as hotels or motels.
All proposals to establish new digital billboards or convert existing billboards must include the removal of at least three static (standard) billboard structures or four sign faces, whichever is greater.
Alternatively, if a digital billboard applicant does not have sufficient existing billboard structures or sign faces to meet the minimum removal ratio, an applicant may offer additional community benefits that offset the impacts of the project proposal. For example, a billboard applicant may choose to offer additional funding for parks, city beautification, or infrastructure.
Drought
A letter was sent out to all residents who were in the top 20% of residential water users in Vacaville in 2016 to inform them about the free residential survey program offered in partnership with the Solano County Water Association (SCWA). This same program is also available to any resident in the City.

The City currently does not have a greywater program but is looking into the possibilities of establishing a pilot program. Because there are public health issues associated with the use of greywater, it will be important to ensure that the right plumbing components are utilized to transport the gray water from the washing machine inside the home to an outdoor garden that can receive the water. Also, the resident will be required to undergo specific training in the installation and usage of the greywater system.
We will continue to provide the latest information as it becomes available on the possible use of greywater on outdoor gardens and landscapes.
The Water Efficient Landscape Rebate program is funded through a state and federal grant that currently does not support the installation of artificial turf as a qualifying replacement for lawn. Accordingly, artificial turf is not eligible for the Water Efficient Landscape Rebate Program.

Easterly Solar Project
- Our buildings are not considered 'off the grid', but solar power directly powers and benefits the Water Treatment Plant. The solar energy portfolio feeds solar electricity into the grid, and our buildings draw power from the grid. The solar project allows the City to be powered with renewable energy as an alternative source of energy during daylight hours.
- Electricity is a fungible resource like money. The solar energy portfolio helps to offset our own annual electricity demand for multiple government buildings, which is equivalent to offsetting the annual electrical consumption of approximately 460 homes. Residents and businesses can look up their address using the search bar. The tool is used countywide, including the County unincorporated areas and all cities. - Visit the Know Your Zone web-based tool and type in your address in the search bar. Write the zone name down, memorize it, and post it in a high traffic location, like on your refrigerator.
- The first three letters represent your city's name (or if you are in an unincorporated area ' the county), the numbers are the unique code that distinguishes your Zone from the others in your area. This system is consistent across Solano County and helps first responders to plan and execute evacuations. Each zone has a globally unique name'so there is not confusion about which Zone is being referred to.
- Solano County and its cities worked directly with Genasys Protect (formerly Zonehaven Aware) to add and approve all information for the zones. Emergency response personnel update the statuses and information during emergencies.
- Solano County law enforcement agencies, fire agencies and Office of Emergency Services worked together to identify emergency evacuation zones for the entire county.

Family Self Sufficiency
- The average person would take about five years to meet their goals. However, it is common for some people to finish sooner. Some people have extenuating circumstances and may need longer than 5 years. An extension may be possible.
- Once the family completes their contract, the money belongs to the family to use as they choose. Many past FSS participants have used their escrow accounts to help buy a home of their own.
- The escrow account that can accrue for you is an excellent source for a down payment. You would also have access to first-time homebuyer guidance and resources. And don't forget the most important part ' you'll be aiming towards working in a job of your choosing and earning an income that should enable you to qualify for a home loan.
- The family meets with the FSS Coordinator and sets goals for a 5-year period. Together they identify the steps the family needs to take to meet those goals and what services can help meet their needs along the way. Throughout the 5 years the family will have access to support services, a variety of resources, and a growing escrow account!
- It doesn't. FSS is a voluntary program. If you choose not to participate, it will not affect your Section 8 assistance in any way. So what have you got to lose?

If I transfer my Section 8 Housing Assistance to another Housing Authority will I be able to transfer my FSS?
It will be necessary to contact the Housing Authority you wish to transfer to and ask if they have a FSS Program and if they are able to accept you into their FSS Program. You must contact the FSS Coordinator at the receiving Housing Authority within 30 days of leasing up in their jurisdiction. - That's okay, one of the services provided by the program is assistance with goal setting and career counseling. These resources will help you understand your strengths, interests, and identify jobs that would be most likely to suit you. This can help you choose what you want to do.
- FSS stands for Family Self-Sufficiency. It's a program designed to help Section 8 participants work their way off government assistance and become financially independent.
- When an FSS family's earned income increases the family's share of rent also increases and the amount the Housing Authority pays goes down resulting in a savings for the Housing Authority. The Housing Authority is then able to deposit money in an account for the family every month that this increase exists. When the family completes their FSS contract, they get the money that has been saved in the escrow account!

Hexavalent Chromium
- Yes. Your water is currently in compliance with all current state and federal standards. You can continue using your water as normal for drinking, cooking, and bathing.
- Hexavalent chromium, or Cr+6, is a naturally occurring colorless, odorless and tasteless metallic element often found in rocks, soil and groundwater. In some areas, natural geologic conditions can cause it to dissolve into drinking water sources.
- Cr+6 is a known carcinogen that primarily enters the body through the lungs, inhaled as dust or in a vapor form due to high heat industrial processes. Scientific studies now suggest Cr+6 can be a carcinogen when ingested by drinking water containing traces of Cr+6 over many years, therefore California has added a 10 ppb MCL (maximum contaminant Level) to the amount allowable in drinking water.
- A new Hexavalent Chromium MCL of 10 ppb became effective in California on October 1, 2024.
- The federal EPA currently has set an MCL of 100 ppb of total chromium, not specific to hexavalent chromium. This MCL was developed based on assuming hexavalent chromium made up all of the total chromium.
- Water Systems the size of Vacaville will have 2 years to get into compliance and meet the new MCL with all water sources, making October 1, 2026, our compliance date.

- No. The groundwater wells with elevated Cr+6 levels are located too far from the Vacaville Water Treatment Plant, and therefore, must be treated at the wellhead.
- Cr+6 was first detected in Vacaville well water about 20 years ago. Prior to that, the City was unable to test for it. As science has improved, so too has the testing. Since the Cr+6 in Vacaville's groundwater is from the naturally occurring Cr+6 in the soil, it is believed that Cr+6 has always been in the groundwater in Vacaville.
- The City's water system produces about 25.9 million gallons of water per day during our busiest times. Of that amount, the North Bay Regional Water Treatment Plant produces approximately 51.4%; the Vacaville Water Treatment Plant is producing 11.9% ; and City wells make up the balance, about 36.7%, of the water produced. An estimated average of Cr+6 in the distribution system, based on water source and production levels from 2024, was 5.1 ppb.
- You do not need to do anything. There is no need to use an alternative water supply (e.g., bottled water). If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.
- Home water carbon-based filtration systems and water filter pitchers are not specifically designed to remove Cr+6. However, reverse osmosis point-of-use water treatment is an effective, but pricey solution.

Housing Choice Voucher - General
- SCHA and VHA offers interpretation and translation services to ensure equal access to our housing programs for those with limited English proficiency. Please request translation services as needed with any staff.
- To cancel your request, you must notify SCHA in writing before your voucher expires. However, this is only valid for your Housing Choice Voucher (Section 8) and not your current rental contract. Please contact your landlord directly to request changes to your notice or rental contract.
- When you receive your voucher, you have an initial term of 120 days from the issuance date to search for a rental unit to lease. You must request an extension from your Housing Specialist if you need additional time to search for a home - they can extend your voucher for an additional 60 days from the date of your Housing Specialist's approval or 60 days from the voucher's original expiration date, whichever is later. You must submit the extension request at least 10 days before your voucher is set to expire.
SCA or VHA can also provide a final extension of 60 days beyond the first 60-day extension if it's determined that the family is experiencing extenuating circumstances that affect the family's ability to find a unit. - Please see the general response timelines below:
Response to call or email: Housing Specialists are working through their messages as quickly as possible and it may take up to 3 business days to respond to your inquiry. If your Housing Specialist is out of the office, another staff member will cover the answering of their calls and/or emails.
Response to income change request: Processing times for income change requests is roughly 4-6 weeks. When your request is processed, SCCHA will send a letter to you and your landlord notifying all parties of the change. In many cases, the effective date of your new rent amount is the first day of the month after your Housing Specialist has received all supporting documentation.
Response to request for reasonable accommodation: The processing time for reasonable accommodation requests is roughly 4-6 weeks. Reasonable accommodations requests must be submitted to your Housing Specialist in writing. After you share the request with SCCHA, the medical or other knowledgeable professional you listed in the request must respond to SCCHA's confirmation inquiry. SCCHA will mail you a letter with the decision. - Any earned income including but not limited to:

Housing Choice Voucher - Moving
- -You cannot move to another unit with Section 8 assistance if you owe money to any Housing Authority.
-The terms of your lease may'require you to stay until a certain date. If you decide to move before that date, your landlord must agree in writing. If you move without doing this, you could lose your assistance and be sued by the landlord'for monthly rent until the lease runs out or until another tenant is found.
-You must turn in the signed RFTA prior to 5 p.m.'on the day your voucher expires or you will lose your assistance.
-Housing Assistance Payments cannot begin until the unit is approved and inspected by the Housing Authority.
-Before making a deposit on a unit, contact your Housing Technician with the rent amount of the unit, utility information, and size and location of the unit to make sure you are eligible. - Yes. Portability is a feature of the Housing Choice Voucher (HCV) Program which allows families to move to areas outside the jurisdiction of the VHA/SCHA.' However, families may not be permitted to move outside the VHA/SCHA jurisdiction under portability procedures during the initial year of assisted occupancy, unless the requested move is necessary due to a job offer or necessary medical treatments outside normal commuting distance.' Your HCV allows you to look for housing anywhere within the United States where a Voucher program exists. Once you decide you wish to move to another area under the portability feature, the following steps must be taken:
-Determine there is a Housing Authority operating a HCV program in the area you want to relocate.
-Provide your landlord with the original written copy of a 30 Day Notice. Provide the Housing Authority with a copy of the written notice given to your landlord.
-Schedule an appointment with your Housing Technician to be issued a new Voucher and notify your Housing Technician of what city/state you are planning to relocate to.'Do not move until you have been issued a new Voucher. You will lose your housing assistance if you move before being issued a new Voucher.
-The Housing Authority will mail the necessary documents to the Housing Authority where you are requesting to transfer.
-When you arrive at your destination, you must check-in with the Receiving Housing Authority before renting a unit. They may require additional information from you before they can process your paperwork. The Receiving Housing Authority will provide you with information necessary for renting a unit in their area.'Do not rent a unit until it has been approved by the Receiving Housing Authority. If you rent a unit without approval, you may be responsible for the full rent and lose your Section 8'HCV assistance. - Landlords are encouraged to advertise their units on'www.gosection8.com'website. Also check the newspapers, tell friends and relatives what type of unit you are looking for, and drive around the area you are wanting to relocate to check for Rental Available signs on properties.
- -The Payment Standard may be different. This may affect the amount the Housing Authority contributes toward your rent.
-The Receiving Housing Authority may change the bedroom size of your Voucher which also may affect your portion of rent.
-You must also remember that each Housing Authority operates a little differently. You will be required to follow the'rules of the Receiving Housing Authority. - Provide your current'landlord with the original written 30 Day Notice. Provide the Housing Authority with a copy of the written notice given to your landlord. Contact your Housing Technician to make an appointment to be issued a new Voucher. Do not move until you have been issued a new Voucher. You will lose your housing assistance if you move before being issued a new Voucher. At the appointment with your Housing Technician you will be issued a new Voucher and'given a Request for Tenancy Agreement (RFTA) form to be completed by the new landlord and signed by both of you. You will be required to return the completed RFTA form along with a copy of the proposed unsigned lease. Once the RFTA and lease information is approved by your Housing Technician, the new landlord will be contacted to set up the inspection of the new unit. Do not sign the lease or move in until the unit has passed inspection. The inspector will contact you to let you know the date of the inspection. Once the unit passes inspection you will be authorized to sign the lease and move into the new unit.
- Moving within the same complex requires the same process as moving somewhere else except if the landlord is willing to waive the 30-Day Notice.' You must have the landlord's permission to change units within the same complex. You must contact your Housing Technician to let them know you have the okay of the landlord before moving even within the same complex. Your Housing Technician will need to issue you a new voucher, just as if you were moving to a complete new residence. If you move without being issued a new Voucher (even within the same complex) you will lose your Section 8 assistance. Once you make an appointment with your Housing Technician to be issued the new voucher, your technician will give you a Request for Tenancy Approval (RFTA) form. Even though your landlord is not changing, you will need new paperwork for the new unit. You will have to return the RFTA form completed by your landlord and signed by you and your landlord along with a copy of the proposed unsigned lease. Once the RFTA and lease information is approved by your Housing Technician, your landlord will be contacted to set up an inspection of the new unit. Do not sign the lease or move in until the unit has passed inspection. The inspector will contact you to let you know the date of the inspection. Once the unit passes inspection you will be authorized to sign the lease and move into the new unit.
Housing Choice Voucher - Reporting Changes
- Yes.
-You must add someone to the household if that person stays for more than 14 consecutive days or 30 cumulative days within a 12 month period.
-You must complete the Adding Someone to Your Household form and follow the steps listed on the checklist.
-You must have the Housing Authority's approval before allowing someone to move into your Section 8 household. - Yes. Most of our contact with you will be by mail. Much of the correspondence will be time sensitive (meaning there will be an appointment date or a deadline to return paperwork) that could jeopardize your housing assistance if you do not meet the deadline. Therefore, it will be necessary to notify the Housing Authority when you have a change in how you receive your mail. It is also very important to notify the Housing Authority of any changes to your telephone number so we may get a message to you immediately if necessary.
- Yes. Within 10 business days you must notify the Housing Authority in writing of the birth, adoption, or court-awarded custody of a child. You must:
-Complete the Adding Someone to Your Household form
-Provide birth certificate
-Provide Social Security Card
-Provide current school registration if the person you are adding is a student
-Declaration of Citizenship form must be completed and signed
-Provide adoption paperwork if adoption
-Provide court paperwork if change in custody of a child - To add someone to your household, you must:
-Provide the Housing Authority with a copy of your landlord's written permission to add that person to your household
-Complete the Adding Someone to Your Household form
-Request Housing Authority approval to add any other family member as an occupant of your unit
-Provide birth certificate
-Provide Social Security Card and/or alien registration card
-Provide Driver's License or state identification card if 18 or older
-Provide current documentation of all income sources for each person you are adding including children
-Provide bank statements or proof of other asset income for each person you are adding including children
-Provide current school registration if the person you are adding is a student
-Declaration of Citizenship form must be completed and signed for each person you are adding including children
-Return Authorization for the Release of Information/Privacy Act Notice signed by each adult you are adding
-Return Authorization for the Release of Information form signed by each adult you are adding
-Return 'Add Someone' brochure signed by each adult you are adding to your household
You must have the Housing Authority's approval before allowing someone to move into your Section 8 household. - Assets include:
-Amounts in savings and checking accounts
-Stocks, bonds, savings certificates, money market funds and other investment accounts
-Equity in real property
-Cash value of trusts that may be withdrawn by the family
-IRA, Keogh, and retirement savings accounts
-Lump sum receipts such as inheritances, capital gains, lottery winnings, and insurance settlements
-Personal property held as investment i.e. gems, jewelry, coin collections, antique cars
-Cash value of life insurance policies
-Assets disposed of for less than fair market value during the two years before certification or recertification and should be reported at the time of certification or annual recertification or within 30 days of receipt of lump sum. - All changes must be reported in writing on a VHA/SCHA authorized form. You must notify the Housing Authority of any change in your household composition within 10 business days of the change. You must notify the Housing Authority if someone is no longer a part of your household. You must complete the Report of Change in Income/Family Composition form and provide necessary documentation to prove that person is no longer a part of you Housing Choice Voucher (HCV) household i.e. copy of lease where they have moved, copy of mail forwarding order stamped by the post office, and/or business mail (pay stubs, credit card bills) with the new address.
- Changes in income must be reported in writing on a'Report of Change in Income/Family Composition form within 30 days of the date the change occurs. Documentation to verify the change must be attached to the Report of Change in Income/Family Composition form. Required documentation could be:
-Income - recent check stub or letter from employer or name, address, and telephone number of employer
-Unemployment - recent printout from EDD or check stub
-Welfare - recent printout or current Notice of Action
-Social Security/Supplemental Social Security - letter from Social Security Administration

Landlord Manager's Guide (document link) - If prior to moving in the repairs are not completed, you must look for another home.
If during an annual inspection repairs are necessary and the repairs have not been made in the time allowed: If the landlord is responsible a letter will be sent notifying the landlord that housing assistance payments to the owner will be stopped. If the family is responsible Section 8 assistance will be terminated. - If the inspection fails prior to moving into a new unit it is required that all repairs must be made and the house or apartment must be re-inspected before any lease is signed. If the owner cannot, or will not, repairs are not completed, you must look for another home.
If during an annual inspection the unit fails the VHA/SCHA will follow-up within 30 days of the date the unit failed (24 hours for life threatening violations) to verify that all repairs have been made.
If landlord repairs are not made within a reasonable time, payment to the landlord will stop.
If tenant repairs are not made within a reasonable time, Section 8 assistance will be terminated.
A re-inspection may be done to verify that all repairs have been made. - The VHA/SCHA inspects for the following key aspects of housing quality:

Are landlords required to make modifications to their units to meet HCV tenant's ADA/Reasonable Accommodation requests?
Owners of private rental units leased with voucher assistance must make reasonable accommodations in rules, policies, practices or services if necessary for a person with disabilities to use the housing and must allow the person with a disability to make reasonable modifications whether the person is an HCV tenant or not. It is unlawful for any person to refuse, to permit, at the expense of the person with a disability, reasonable modifications of existing premises occupied or to be occupied by such person if such modifications may be necessary to afford such person full enjoyment of the premises.- No. You may rent to anyone you choose, provided your reasons for not renting to someone are not discriminatory. As long as you have prospective tenants complete an application as a part of the landlord screening process. The selection of tenants is at the discretion of the owner. HCV tenants should be treated the same as unassisted residents and must abide by the same unit regulations.
The Housing Authority conducts a rent reasonableness survey to ensure the requested rent is comparable to similar units in the area and consistent with what is charged for unassisted units. Additionally, at initial lease-up, the tenant’s portion of rent cannot exceed 40% of their income for the Vacaville Housing Authority, and cannot exceed 50% of their income for the Solano County Housing Authority.

The landlord and tenant will also negotiate and execute a lease agreement. After the unit has been inspected by the Housing Authority, the owner will sign a contract with the Housing Authority. The lease is not binding until the unit passes inspection and the HAP Contract has been executed by the landlord and the Housing Authority. Landlords must also complete a Tax Identification Form.

Written notice of the owner's intent to evict may be given, provided proof of non-payment of rent, damage beyond normal wear and tear, illegal use of the unit, etc. can be substantiated. The property owner must advise the Housing Authority at the beginning of the eviction process by submitting a copy of the initial notice. The owner must adhere to local and state eviction laws in the eviction of HCV tenants.

- Renters must now be allowed to remain in their homes for the duration of their lease ' even if the home is being foreclosed on. The law provides renters with a minimum of 90 days notice before a tenant must vacate a property. If a buyer plans to use the property as his primary home, or the tenant's lease is month to month, or there is no lease at all the tenant is entitled to at least 90 days notice. If there is a lease, tenants will be allowed to stay for the duration of the lease before evictions can proceed.

- The HCV program (sometimes referred to as Section 8) is the largest federal low-income housing assistance program. Qualified families are given a voucher to help pay a portion of the cost of renting housing on the open market at a location they choose. The voucher program is funded at the federal level by the U.S. Department of Housing and Urban Development (HUD). At the local level, the program is operated by a Public Housing Authority. Families can pay up to 40% of their monthly adjusted income toward the rental of the unit to the owner. The Housing Authority makes monthly payments directly to the owner on behalf of the family. The Housing Assistance Payment (HAP) is the difference between the tenant's portion and the actual rent. The family negotiates directly with the landlord to secure rental accommodations that best suit their need. The unit must meet HUD Housing Quality Standards and pass inspection before a contract is executed between the Housing Authority and Landlord.

Avoid committing serious or repeated violations of the lease - Checks are processed on the 1st and 15th of each month. If it is a new contract, you will be paid on the next scheduled check run after the unit passes inspection and we have received a signed copy of the lease and signed HAP'contract. The Housing Authority will not pay subsidy before the contract terms have been agreed upon and the unit passes the inspection. If the owner permits the tenant to move into the unit prior to the execution of the contract, the tenant will be responsible for the full amount of the rent and the Housing Authority will not pay any amount retroactively.
Making a Report
- Come to the Police Lobby and complete the bicycle report form, unless your bicycle was stolen from a locked garage, to the best of your knowledge. If you have a serial number, it can be entered into the computer database. When the form is complete, submit it to the Records Section and a case number will be assigned for the report. If you need assistance completing the form, you may take it to the front counter and request assistance from a staff member.
If you are involved in, or see, a traffic collision and someone is injured, call 911 to report the emergency. If you are involved in the accident, you will be making a collision report to the officers that respond. Both police officers and community services officers are trained to document traffic collisions.
If no one is injured in the collision, and the vehicles are drivable, move from the roadway to a safe place. You may call our non-emergency number, (707) 449-5200, to report the collision. In some cases exchanging names, driver's license and vehicle license numbers, addresses, insurance carrier information, and accident details is sufficient. If an officer responds, the officer can help make sure that the information is correct, and issue a case number. If no officer responds, you can obtain a "do-it-yourself" traffic collision kit from the police department at 660 Merchant Street during business hours. When you have completed the form, submit it to us along with your picture ID for photocopy and attachment to the form. Property and Evidence
- Property which remains unclaimed by a legal owner is sent to public auction; the proceeds of which are deposited into the City’s General Fund.
- In most cases you will receive notification from the Evidence Office staff of the releasablity of your property. It is important that you keep your address current with DMV as that is the most common means used for contacting you. You may call the Evidence Office at (707) 469-4707 to inquire about the status of your property or notify them of an address change.
- Bicycles are probably the most common items submitted as “Found Property.” Unfortunately very few people take the time to write down the serial numbers of their bikes. We would recommend that you make a record of the serial number and physical description of your bike AND license it with the City of Vacaville at the Police Department lobby. If your bike is lost or stolen you should make a report to the Police Department regardless of whether or not you have recorded the serial number. Every effort is made to compare the reports of lost/stolen bikes to the recovered bikes in an effort to identify the owners.
- Different types of property are held for different lengths of time. For instance: "Found Property" is held for a period of 90 days unless it is claimed by the owner.
"Safekeeping Property" can be held for 60 days. "Evidence" items are held until such time as they are no longer needed for trial or the statute of limitations expires. Statutes of limitations vary depending on the seriousness of the crime. Additionally, some items can be released pursuant to a court order or authorization from the District Attorney.

How do pedestrian signals (walk/Don't Walk) work? They always seem to change before I get a chance to cross the street.
In Vacaville, pedestrian signals are included at any signalized intersection that is intended to accommodate pedestrian traffic. Pedestrian signals are carefully designed to provide reasonable time for crossing a specific street safely. Transportation engineers around the world are moving towards symbol signs in place of word signs. Symbols are easier for people to comprehend in a shorter amount of time, and do not present a language barrier for non-English speaking pedestrians. Pedestrian signal indications should be interpreted in the following manner:
- A steady white color WALKING PERSON (symbolizing WALK) signal indication means that you may begin crossing. (In Vacaville, the “WALK” indications typically displays for 6 seconds).
- A flashing orange color UPRAISED HAND (symbolizing DON’T WALK) signal indication means it is too late to leave the curb; however, any pedestrian already off the curb may proceed across to a sidewalk or safety island. In Vacaville, the duration of the flashing display is determined using the distance that the pedestrian has to cross, typically with a standard walking rate of 4 feet per second.
- A steady orange color UPRAISED HAND (symbolizing DON’T WALK) signal indication is a warning to pedestrians not to leave the curb enter the roadway as cross traffic will be receiving a green light to proceed.
Pedestrians should only leave the curb during the “WALK” period. Once the pedestrian signal changes to a steady burning “DON’T WALK” it is no longer safe for a pedestrian to be in the crosswalk. Regardless of what the symbol shows on the pedestrian signal, pedestrians should be cautious when crossing busy intersections.
The City of Vacaville receives many requests for installing crosswalks on City streets. Crosswalks can either be "marked" with painted lines of white or yellow, or left "unmarked" at an intersection.
The purpose of a "marked" crosswalk is to encourage pedestrians to use a particular crossing. Normally, crosswalks are "marked" at places where there is an abundance of pedestrian movement, at a signal, and where pedestrians cannot recognize a proper place to cross. However, if "marked" crosswalks are not frequently used by pedestrians, then drivers tend to forget that they exist. As a result, accidents can occur when pedestrians rely on crosswalks to provide them with a safe barrier from traffic.
It is the City's policy not to install "marked" crosswalks mid-block (between intersections), except where the crosswalk is in front of, or directly adjacent to, schools. These crosswalks are painted yellow and imited to those locations where a crossing guard is posted during school hours.
As an added note.....National studies have shown that marked crosswalks actually increase the risk to pedestrians crossing the street. In these studies, it was found that pedestrians are given a false sense of security at "marked" crosswalks, and tend to blindly cross the street, trusting the crosswalk to keep them out of harm's way. As such, it is important that pedestrians remain attentive and cautious of on-coming vehicles on a roadway before crossing a street, regardless of the presence, or lack of, a crosswalk.
The purpose of a traffic signal is to assign right-of-way to opposing movements of traffic at an intersection. As such, it may be necessary to install a traffic signal if the traffic volume increases and four-way stop signs do not lessen problems. However, improperly placed traffic signals can cause an increase in traffic accidents, particularly rear end collisions. And, pedestrians can gain a false sense of security from crosswalks and red lights, which may result in an increase in pedestrian accidents.
Before installing a traffic signal at an intersection, traffic engineers have to evaluate the following questions:
- Does the volume of vehicles entering an intersection create confusion or congestion?
- Is there so much traffic on main streets that it may be dangerous for traffic on side streets to cross? Are accidents the result of this condition?
- Is there an increasing demand for pedestrians to cross main streets?
- Does the number of school children crossing a busy street create confusion, congestion, or hazardous conditions?
- Will the installation of a signal reduce overall congestion?
- Does the accident history indicate that a signal will reduce the number of accidents at an intersection?
Traffic engineers use national standards to evaluate an intersection that may need a traffic signal. Properly placing traffic signals will decrease accidents and improve traffic flow.
Traffic engineers and technicians are constantly upgrading the signal systems in the City. Traffic flow is being improved on major arterials in Vacaville by coordinating traffic signals, which will allow vehicles to travel along the signalized streets with fewer stops. - There are two types of stop conditions at any intersection: Two-way Stop (only the minor street is stopped); and Multi-way Stop (both streets, i.e. all four legs, are required to stop). Stop signs should not be viewed as a cure-all for solving all traffic safety problems, but when used properly stop signs are a useful traffic control device, and enhance safety for all roadway users.
Many people request stop signs to be installed for the purpose of lowering speeds. However, the true purpose of a stop sign is solely to assign right-of-way at an intersection. Various research studies indicate that stop signs do not reduce the overall speed of traffic. As such, when stop signs are installed strictly for the purpose of slowing traffic, the speeds are reduced in the vicinity of the stop sign, but tend to be higher between the intersections. Also, the overuse of stop signs may cause general contempt for all traffic control devices, often with tragic consequences.
The City of Vacaville is required by law to comply with Federal and State guidelines when installing traffic control devices such as stop signs. For example, multi-way stop signs are installed at an intersection only after a Traffic Engineering study is completed which considers accident history, traffic volumes, speed of traffic, and sign distance problems.
Traffic accidents could be reduced, in some cases, with simple measures like improving visibility by prohibiting parking close to the intersection. - You cannot rent a unit owned by the parent(s), child(ren), grandparent(s), grandchild(ren), sister(s), brother(s), of any household member. The Housing Authority may approve the unit if it will provide a reasonable accommodation for a disabled family member.
- The amount of rent you qualify for is determined by your income. You are not allowed to rent a unit that requires you to pay more than 40% of your adjusted monthly income toward rent.
- Interested property owners must complete the Request For Tenancy Approval (RFTA) for a person that has a current (valid) Housing Choice Voucher. The RFTA is given to voucher holders to present to the owner. The RFTA must be signed by both the owner and the voucher holder. The VHA will review the proposed lease and the RFTA documents to determine whether or not the unit is approvable.
- Under applicable law, the Housing Authority provides 'Reasonable Accommodation' to applicants and/or participants with disabilities. A 'Reasonable Accommodation' is a change, exception, or adjustment to a rule, policy, practice or service that may be necessary for a person with a disability to have equal access to the programs and services. The request for the accommodation must be reasonable and not an administrative or financial burden or alter the fundamental nature of the Section 8 program. If you or any member of your household have a verifiable disability and you need a reasonable accommodation, you may request it in writing at any time. All requests are reviewed on a case-by-case basis and mitigating factors are taken into consideration. The accommodation must be for a person with a disability.
- A Rental Agreement establishes a tenancy for a short period of time, usually one month. A month-to-month rental agreement is automatically renewed each month unless the landlord or the tenant gives the other the proper amount of notice (typically 30 days) and terminates the agreement. The landlord may increase the rent, change other terms of the tenancy, or terminate the lease with appropriate notice.
A Lease obligates both the landlord and the tenant for a set period of time, usually one year. The landlord can't raise the rent or change other terms until the lease runs out, unless the lease itself provides for modifications or the tenant agrees in writing to the changes. In addition, the landlord usually can't ask the tenant to move out or win an eviction lawsuit unless the tenant fails to pay the rent or violates another important term of the lease or state or local law. At the end of the lease term, the landlord can either decline to renew it or negotiate to sign a new Lease or Rental Agreement. - Once you find a new unit, you will be given the following forms to complete: Request for Lease Approval; Tenancy Addendum; Condition and Inventory Report; and Lead Based Paint Form. Complete all the forms listed above and return them to the VHA, along with a copy of your proposed lease. The VHA has up to 15 days to review and approve or deny all leases. Once the lease is approved, the VHA will contact both you and the landlord to schedule an inspection. Housing Assistance Payments cannot begin until the unit is inspected and approved by the VHA. Remember, the terms of your prior lease may require you to stay until a certain date. If you decide to move before that date, your landlord must agree in writing. If you move without doing this, you could lose your assistance and be sued for monthly rent until the lease runs out or until another tenant is found.

- All applications will be processed, prioritized, and assigned an application number. Households will remain on the waiting list until their name reaches the top. As vouchers become available, those at the top of the list will be notified by mail. It is your responsibility to inform the Housing Authority of any changes to your address.
- Priority is given to applicants on the Solano County waiting list who live or work in the unincorporated areas of Solano County, as well as the cities of Dixon and Rio Vista. If you do not reside or work within these areas, you are encouraged to contact the Housing Authority that serves your local jurisdiction.
- It is your responsibility to keep your application current. You must complete an Application Update Form if there are changes in your household; we cannot accept any information by phone. Remember we must have your current address at all times since all correspondence is by mail only. Section 8 Home Ownership Program
- Yes. Applications may be submitted through a participating lender for one of the City's'down payment assistance loan programs.'Visit Loan Programs page for additional information (https://cityofvacaville-redesign.prod.govaccess.org/government/housing-and-community-services/loan-programs).
- Yes. The unit must:
-Be under construction or already existing
-Be either a single family home, or a single dwelling unit in a condominium
-Pass a Housing Quality Standards (HQS) inspection. In addition to the HQS inspection, the family must arrange and pay for an inspection to be conducted by a licensed home inspector and submit a copy of that inspection to the Housing Authority
The family must:
-Comply with all Homeownership Family Obligations
-Complete an Annual Recertification of income and family composition
-Participate in any additional Homeownership Counseling as required by the Housing Authority.
-Be in the VHA/SCHA jurisdiction for at least one year. - Yes. Instead of using the voucher subsidy to help with rent, the homeownership option allows the first-time homeowner to use the voucher subsidy to pay a portion of the mortgage payment to the lender for the home you chose to purchase
How long will I continue to receive assistance with the Homeownership Voucher paying a portion of the mortgage payment?
The Homeownership Program will assist eligible participants:
For 15 years if the mortgage is 20 years or longer; 10 years if less than 20 years. (These maximums do not apply to eligible elderly or disabled families.) , or
Until the family is no longer eligible for a Mortgage Assistance Payment based on the household income, or
Until the family no longer participates in the Homeownership Program.
As long as the family continues to comply with all family obligations while they are receiving Mortgage Assistance Payments.
For more information, please refer to the Homeownership Brochure.- HUD requires a minimum down payment of 3% or more of the purchase price with at least 1% of the down payment coming from the family's own personal resources.
- The participant will be issued a Homeownership Program Voucher authorizing them to search for a suitable home to purchase. They will also sign the Homeownership Family Obligations and attend a briefing session to further explain the program and responsibilities of the participant. The voucher allows six months for the participant to search for suitable housing and financing. They will work with their realtor, lenders, and the Housing Authority during that time. The participant must never sign a sales agreement until it is approved by the Housing Authority.
- Section 8 participants who are working, elderly or disabled can be eligible for the program if they:
-Are a first-time homeowner
-Are a Housing Choice Voucher Program participant for at least one year in the Housing Authourity's jurisdiction
-Complete a Homebuyer Education Learning Program (H.E.L.P.) training or other Housing Authority approved first time homebuyer education program
-Successfully complete a credit repair workshop (if necessary)
-Do not have an outstanding debt with any Housing Authority
-Have not previously defaulted on a mortgage while participating in a Section 8 Homeownership Program
-Are not in violation of the Section 8 Rental Assistance Program Family Obligations
-Do not have an ownership interest in any other residence.
Smoke Testing
What if a resident in the area to be tested is an elderly person, a toddler, or has respiratory difficulties?
While it is highly unlikely that smoke will enter your home, for your peace of mind, you may consider making other arrangements prior to the test to help avoid any confusion or alarm to elderly people with the respiratory conditions such as asthma, bronchitis, or emphysema. The smoke is non-toxic and is most often used in testing household plumbing. The manufacturer’s safety sheets for the smoke are available to all upon request. Use the number listed on the notice to request notification immediately prior to the test.
- No. Inspection crews will not need to enter your home.
When you receive notice that smoke testing will take place, you should:
- Check to see that all drain traps under basins, washing facilities and floor drains contain water; simply flush toilets and run or pour water into all drains, including unused fixtures and floor drains.
- Plug the floor drains if you are remodeling your bathroom and the toilet is not connected. Also, tightly seal the washing machine drain line with a wet or damp rag.
- If there is an individual in your home or business who has respiratory problems and/or mobility limitations, or if you have any additional questions, contact Utilities Department at (707) 469-6400.
- While crews might be in your area for a few hours, each actual smoke test setup takes approximately 15 minutes to complete. Most houses will only be within the testing area for one or two tests.
- Do Not Become Alarmed
- Open windows to allow ventilation and note the location of the smoke emission; smoke will clear within a few minutes
- Exit the building and notify smoke testing personnel in the area or call (707) 469-6400. Our staff will take your information.
Since plumbing fixtures in your home or business are connected to the sanitary sewer system, there is the potential for the smoke to enter if the drains are not connected properly. This happens particularly under the following circumstances:
- The vents connected to your building's sewer pipes are inadequate, defective or improperly installed
- The traps under sinks, tubs, basins, showers and other drains are dry, defective or improperly installed
- The pipes, connections or seals in the wastewater drain system in and/or under your building are damaged, defective, have plugs missing or improperly installed
- If smoke enters your home during the test, it may indicate there are deficiencies in the plumbing that may allow potentially dangerous sewer gases to enter.
It is unlikely, provided that your plumbing is installed and functioning properly, and provided "traps" are filled with water. Drains that are used frequently should be okay.
It is recommended to plug the floor drains if you are remodeling your bathroom and the toilet is not connected. Also, tightly seal the washing machine drain line with a wet rag.
If you are not sure, simply run water down the drain for a minute to ensure that the trap is not dry. It is important to locate dry traps as they could allow sewer gases to enter the home. Dry traps are most commonly found in basement floor drains that are used only during rare flood events or in unused fixtures. Please thoroughly check your home.
If you have an alarm company, you may want to notify them as the smoke detector could be set off by the smoke.
No. The "smoke" is not true smoke. It will not harm your health or leave a stain and will disappear rapidly without leaving an odor.
If the smoke enters your home, it may make you cough, but the smoke is:- Non-toxic
- Non-staining with a distinct odor
- Harmless to humans, pets, plants, food and material goods
- Creates no fire hazard
- Smoke testing is the most efficient and cost effective way to locate and identify where unauthorized water is entering the public and private portion of the sewer system. The smoke is harmless and will disappear after only a few minutes. The testing is also a cost-effective way to find areas of the sewer system that need improvement. Smoke testing will also help identify plumbing leaks in buildings. Sewer gases from plumbing leaks can cause health problems for building occupants.
If there are defects in the sewer mains and laterals, you may notice smoke venting out of holes or fissures on the ground, the lawn, or the street. Our crews will investigate and log the source for future repair work.
At no time will field crews have to enter your home.
However, if our crews notice smoke on your property, a City of Vacaville employee may request access to your property (i.e. backyard, side yard) to investigate.
- During smoke testing, field crews blow air and smoke into the sanitary sewer system in the street and monitor where smoke escapes the system. The smoke, under pressure, will fill the main line as well as any connections and then follow a path of any leak to the ground surface, quickly revealing the source of the problem. Only enough force to overcome atmospheric pressure is required, and smoke should escape from building roof vents and sewer manhole lids in the street.
- A letter with a map and dates will be sent to affected properties approximately one week in advance. Public notification will be made through official social media outlets and the city's website. The Vacaville Fire Department and other fire agencies as well as Police, County Sherriff, and other City Departments will also be notified daily of the work.
- The smoke testing is being performed in the areas of the sewer system where storm drain and other types of connections that permit rainfall into the sewer system should not exist.
The purpose of smoke testing is to find potential points of inflow and infiltration (leaks) in the public and private portions of the sanitary sewer system that could lead to extreme high flows in the sewer system during storm events. Smoke testing can also help locate the following:
- Buildings that have downspouts, cellar, yard or basement drains
- Catch basins and parking lot drains
- Any cross connections between sanitary sewers and storm drains
- Defective sewer connections that could allow sewer gases into a building
Source Control
Never pour garden chemicals down household drains, throw them in the trash, or wash them into the street, gutter, or storm drain. Take them to Vacaville’s Household Hazardous Waste Center at 855 ½ Davis Street.
The US EPA also has information on ways to safely control pests.
What you can do:
- Place leaves and debris into your green waste toter for curbside collection, use them as mulch, or compost them.
- Do not apply lawn or garden products when rain is forecasted.
- Apply all household and garden products sparingly.
- Purchase non-toxic alternatives for pest control and weed problems.
- Attract beneficial creatures to your garden to reduce the need for chemical pesticides.
- Adjust sprinklers to water the lawn or garden only, not the street or sidewalk.
Landscaping Tips:
- Use mulch, bricks, gravel, or other porous surfaces for walkways and patios.
- Plant densely growing turf grasses and groundcovers to reduce runoff, filter out pollutants, and reduce erosion.
- Construct a rain garden to help capture rainwater.
- Adjust rain spouts to empty onto vegetated ground.
- Level off sloped lawns to restrict runoff.
- Build earthen barriers (berms) or excavate gradual depressions (swales) to slow and redirect the flow of water.
- Add runoff trenches to capture some of the water flowing from your driveway.
When trash like food wrappers, cigarette butts, and plastic bags end up on or near the street, they can be washed into the storm drain system. Once trash is in the storm drain system, it flows untreated to the nearest creek or waterway.
What you can do:
- Never throw trash in the gutter or the storm drain.
- Place litter in the appropriate trash, recycling, or compost receptacle.
- Reduce: Reduce your waste with reusable shopping bags, utensils, and water bottles.
- Reuse: Clean and reuse plastic bags and bottles. Save plastic grocery bags for use as trash can liners or for picking up pet waste. Refill a plastic water bottle instead of buying a new one.
- Recycle: Try to choose products made with glass or paper, which are much easier to recycle. Learn more about what can be recycled.
Drain your swimming pool or spa water to your sanitary sewer cleanout at your home. Pool and spa water is treated with chemicals, so draining this water to the gutter puts harmful chemicals into our creeks, and is illegal!

Clean up after your pet! Animal waste contains bacteria and viruses and should be cleaned up and disposed of as solid waste.
- Never throw pet waste in the gutter or storm drain.
- Regularly clean up pet waste from the yard.
- Use bags or a pooper-scooper to clean up pet waste on walks.
- Dispose of pet waste unwrapped in the toilet or wrapped in the trash bin.
Do not pour fats, oils, and grease down the drain or into a storm water inlet. When fats, oils, and grease cool, they solidify and can cause severe problems including:
- Sewer backups and overflows
- Sharp increases in energy and maintenance costs from the effects of clogging, cleanup, and removal
- Negative impacts on treatment plant operating efficiency
- Odors
- Infrastructure corrosion
- Decreases in the useful and productive life of the infrastructure

- Traffic reports can be obtained online at crashdocs.org. You must provide the date of incident, case number and last name of driver to obtain the report.
There are speeding cars on my street and my kids play in the street. What can I do? Can I place cones in the street or a "Children at Play" sign in the street?
Should you have a speeding problem on your street please call the traffic line at (707) 449-5282 and provide the location, time of day and vehicle description. You will be contacted by a traffic officer. California Vehicle code section 21465 prohibits the placing of any unofficial sign, signal, device, or marking, or any sign, signal device. This section applies to "Children at Play" signs on the public roadway. This is an infraction and subject to a citation. This does not prohibit you from placing the "Children at Play" signs on your property. There is a City Ordinance that prohibits children playing in the street. The street is an extremely dangerous place for children to play. We encourage the use of public parks for the children to play.A person should first ensure that no one is injured. If there are no injuries the drivers should pull off into a parking lot or to a place of safety out of the roadway. If no one is injured, all parties should exchange information; driver’s license numbers, vehicle license numbers, names, addresses, phone numbers, and insurance companies. The involved persons should also note if there were any passengers, the location of the collision, and the time of day.
If there are injuries involved or you feel that you need the assistance of the Vacaville Police Department for any reasons, please call 9-1-1 or (707) 449-5200 immediately.
A parking ticket fine can be paid at the Police Dept lobby, by mailing it to the address listed on the bottom of your citation, or online at www.pticket.com. Payment can be made at the Police Dept. in cash, check or money order. Payment by credit card can be made at City Hall Finance.
When you believe a parking ticket was issued in error you may request a Police Dept “Initial Review” within 21 days of issuance of the citation or 14 days of mailing of the citation; or you may mail a letter of explanation to the address listed on the front of this brochure to the attention of “Parking Cite Review.” The parking penalty amount will be submitted as a deposit, which will be refunded if the citation is cancelled. Please include any documentation, pictures, or paperwork that may support a dismissal. Also, legibly include your name, address, citation number, and phone number.
The Records Section handles vehicle releases:
- Please be prepared to provide your vehicle’s license plate number, VIN number, or a case number to assist the Records Section in locating the associated paperwork in a timely manner.
- Some vehicles may be released immediately and others may be placed on a 30-day hold. When your vehicle has been placed on a 30-day hold and you wish to have it released sooner, the registered owner must complete an “Impound Hearing Form.” The Hearing Officer will contact the registered owner with his or her decision within 48 hours (excluding weekends and holidays) after the form is submitted.
- A vehicle can only be released to the registered owner. Transfer of ownership through DMV for a recently purchased vehicle must be completed before its release. When the registered owner is unable to come to the Police Department, a “Request Release Form” can be submitted to Records staff. If the registered owner is incarcerated, the jail can provide a vehicle release form for completion by registered owner. Both forms give another person permission to obtain the release on the registered owner’s behalf.
- The vehicle must be currently registered or the registration must be formally in process. When your vehicle is not currently registered, you must go to DMV first to obtain the appropriate registration documents or a one-day moving permit. Bring the paperwork with you to the Police Department for the release process.
- The registered owner must have a valid Driver’s License. When the Registered Owner does not have a valid license, they must bring a valid driver with them to the Police Department to obtain the release.
- Vehicle release fees vary. Please contact the Records unit at 707-449-5229. Vehicle release fess are payable in cash or money order and do not include the fees accrued at the tow yard. Each tow yard has specific requirements for a vehicle release. Call the tow yard at which your vehicle is stored to avoid any additional vehicle release delays.

When you receive a citation for a traffic violation, the Solano County Courthouse will mail you a bill within 4 weeks. The Vacaville Police Department does not accept payment for traffic violation fines. When you receive a notice to correct a traffic citation (fix-it ticket) and the violation has been corrected, bring your citation and the related vehicle to the Police Department for the ticket to be signed off.

Transparency Portal
Vacaville Police Officers continuously review policies and receive training related to responding to resistance. The use of force as a national discussion as well as a local concern raises lots of questions. Officers are involved on a daily basis in numerous and varied interaction, and, when warranted, may use reasonable force when carrying out their duties. Officers must have an understanding of, and true appreciation for, their authority and limitations. The Vacaville Police Department recognizes and respects the value of all human life and dignity without prejudice to anyone. Vesting officers with the authority to use reasonable force and to protect the public welfare, requires monitoring, evaluation and a careful balance of all interests. Officers are expected to carry out their duties, including the use of force, in a manner which is fair and unbiased. (Penal Code 7286(b)(10)).
Each time force is used in response to resistance officers report the incident and a review process occurs. We expect all officers to be professional and when using force. Officers shall use only that amount of force that reasonable appears necessary given the facts and the totally of the circumstances. Known to or perceive by the officer at the time of the event to accomplish a legitimate law enforcement purpose. (Penal Code 835(a)).

Several legislative reforms include calling for a nationwide use-of-force policy standard modeled after California law, expansion of accountability and disciplinary actions, an increased emphasis on transparency, ongoing focus on diversity in recruitment, programmatic support for officer mental health and wellness, and continued development of specific training practices. It is evident that our nation remains host to structural divides caused by racial injustice, and although peace officers are not the root cause of this, we are also not immune from the impacts of our shared past.
In 2019, California set a new legal statewide standard for peace officers’ use of deadly force (AB 392, Weber) and CPCA sponsored legislation, which set national precedent by establishing a minimum use of force policy standard for all departments (SB 230, Caballero). Most of the policies outlined in the ‘8CantWait’ campaign have been captured by these two new landmark laws. However, several provisions, most notably the requirement that officers’ exhaust all alternatives, were not included in either bill due to shared concerns by law enforcement and policymakers. Instead, alternatives to those provisions were embraced to accomplish our shared goal of reducing deadly force incidents.
Outlined below are the provisions in the 8CantWait platform already captured directly in statute, or concerns and alternatives with what is being proposed:
1. Ban Chokeholds and Strangle holds:
Vacaville Police Department does not authorize or condone the use of choke holds or strangle holds. However, the Vacaville Police Department does not currently ban the carotid control hold and recognizes that in situations when officers are subjected to serious bodily injury in violent encounters with combative subjects, this force may be necessary. The carotid restraint does not compress the trachea or restrict airflow to an individual, and is particularly effective with persons who are under the influence of controlled substances and are violent and/or combative. The Carotid Restraint allows for the effective and safe detention of these individuals, where other forms of restraint would be much more damaging and intrusive, including deadly force. This is being debated nationally and legislation will soon determine whether it will be banned entirely or with few exceptions. Currently, California law under SB 230 (2019) requires that “an officer may only use a level of force that they reasonably believe is proportional to the seriousness of the suspected offense.” Any force beyond this requirement is unreasonable and excessive.
2. De-Escalation Requirement:
SB 230 requires that “officers utilize de-escalation techniques, crisis intervention tactics, and other alternatives to force when feasible.” SB 230 also mandates each policy require officers to conduct all duties in a manner that is fair and unbiased. Additionally, SB 230 requires all officers be trained in alternatives to deadly force and de-escalation techniques. De-escalation is a prominent and important part of our training and daily operations. De-escalation is not practical in all situations, as it requires a measure of cooperation and compliance of the part of the individuals the police encounter. Our officers are trained in tactics and techniques that reduce the likelihood of defiant encounters, but cannot prevent them all. In our Crisis Intervention Incidents policy (GO 466) de-escalation is a major factor in our response to crisis intervention incidents. The Vacaville Police Department already includes these in policy and the following training:
- In 2019, Vacaville Police personnel received 26 hours of de-escalation training ranging from Verbal Judo to Critical incident / Active Shooter training.
- In 2020, Vacaville Police personnel will receive 26 hours of mandated de-escalation training.
- California POST (Police Officer Standards and Training) requires de-escalation training curriculum in police academies, as well as on-going officer training. This is included in the Vacaville Police Department training program for all police officers upon hire and ongoing advanced officer training.
3. Require warning before shooting:
AB 392 states: “where feasible, a peace officer shall, prior to the use of force, make reasonable efforts to identify themselves as a peace officer and to warn that deadly force may be used, unless the officer has objectively reasonable grounds to believe the person is aware of those facts.” This requirement is consistent with federal case law. The Vacaville Police Department already includes these in policy and training. These issues have been scrutinized by the courts and recognized the complexity of such oversimplified expectations that mandate such a strict requirement. The courts have given clear direction on the reasonableness of such practices. Our training includes such warnings, however it does not require them, depending on the circumstances. Pursuant to our current Use of Force policy (G.O. 300), when applying deadly force to stop a fleeing subject:
- “An officer may use deadly force to stop a fleeing subject when the officer has probable cause to believe that the person has committed, or intends to commit, a felony involving the infliction or threatened infliction of serious bodily injury or death, and the officer reasonably believes that there is an imminent risk of serious bodily injury or death to any other person if the subject is not immediately apprehended. Under such circumstances, a verbal warning should precede the use of deadly force, where feasible.”
4. Require Exhausting All Other Means (alternatives) Before Shooting:
Arguably, the most controversial provision in 8CantWait’s platform, this requirement was rejected in AB 392 debate because of the untenable position it puts officers and departments in, by permitting second-guessing of split-second decisions. Instead, the focus should be on training alternatives to deadly force, requirements on proportional force, and de-escalation requirements, all of which are contained in SB 230 and in our Department General Order 300. If this requirement is implemented, an officer’s decision concerning the use of force alternative should be judged based upon the totality of the circumstances and reasonable officer standard in AB 392.
5. Duty to Intervene:
The Vacaville Police Department has long maintained the “Duty to Intercede” in our policy manual. In fact, the duty to intercede to unlawful or unreasonable force is the first operational guideline in the Use of Force policy (G.O. 300.2.1). This policy states as follows:
- “Any officer present and observing another officer using force that is clearly beyond that which is objectively reasonable under the circumstances shall, when in a position to do so, intercede to prevent the use of unreasonable force. An officer who observes another employee use force that exceeds the degree of force permitted by law should promptly report these observations to a supervisor.”
California law SB 230 (2019) sets forth a “requirement that an officer intercede when present and observing another officer using force that is clearly beyond that which is necessary, as determined by an objectively reasonable officer under the circumstances.” This provision is consistent with federal law as well.
6. Ban Shooting at Moving Vehicles:
Vacaville police officers are discouraged from shooting at (or from) a moving vehicle. Outright prohibitions in all circumstances does not account for situations where the driver of a vehicle may be threatening death or great bodily injury to others. California law SB 230 (2019) requires “Comprehensive and specific guidelines for the application of deadly force,” which should include guidance on the limited situations that would warrant shooting at moving vehicles. The Vacaville Police Department already includes these in policy and training, specifically the shooting at (or from) a moving vehicle is outlined below:
- "Shots fired at or from a moving vehicle are rarely effective. Officers should move out of the path of an approaching vehicle instead of discharging their firearm at the vehicle or any of its occupants. An officer should only discharge a firearm at a moving vehicle or its occupants when the officer reasonably believes there are no other reasonable means available to avert the threat of the vehicle, or if deadly force other than the vehicle is directed at the officer or others. Officers should not shoot at any part of a vehicle in an attempt to disable the vehicle.”
7. Require Use of Force Continuum:
The use of force continuum is an outdated model that has proven impractical, even dangerous, when applied in real life situations. Instead, policies should focus on requiring officers to create space and separation in an attempt to utilize de-escalation techniques, which is captured in the training and policy requirements within California law SB 230 (2019). In the past, the Use of Force Continuum was seen as similar to a “Ladder of Force” beginning with command presence, and ending with use of deadly force. Officers were expected to “work their way up the ladder” prior to utilizing deadly force. Policing has evolved based upon federal and state court decisions, so use of force options are now in the shape of a “wheel,” and officers are expected to utilize the minimum amount of force necessary to make the arrest or stop the threat by choosing the force which would reasonably be necessary and effective. If a specific use of force is determined to be ineffective, or unreasonable (given the subject’s actions or compliance), then the use of force tactic or technique is adjusted up or down. The 9th Circuit Court of Appeals has clearly ruled on this issue. In regards to officer’s use of deadly force (i.e. firearm):
- “Requiring officers to find and choose the least intrusive alternative would require them to exercise superhuman judgment. In the heat of battle with lives potentially in the balance, an officer would not be able to rely on training and common sense to decide what would best accomplish his mission… Officers thus need not avail themselves of the least intrusive means of responding to an exigent situation; they need only act within that range of conduct we identify as reasonable.”
Scott v. Henrich, 39F.3d912 (9th Cir. 1994)
8. Require Comprehensive Reporting:
California law SB 230 (2019) already requires “comprehensive and detailed requirements for prompt internal reporting and notification regarding a use of force incident.” Additionally, legislation from 2015 (Assembly Bill 71) requires statewide detailed reporting requirements on serious use of force incidents. SB 230 also requires officers to report excessive force they witness. The Vacaville Police Department already include these in policy and training. Use of force in response to resistance by Vacaville police officers is comprehensively reported and evaluated at all supervisory levels (Sergeant, Watch Commander and Bureau Commander) to determine appropriateness.
Yes, officers are required to wear and record all police interactions when responding to calls for service or other proactive encounters such as traffic stops. Vacaville has been recognized for its early adoption of body worn cameras, which began in 2010. Our fleet is also equipped with cameras as well.
Is there a clear and enforced use-of-force continuum that details what weapons and force are acceptable in a wide variety of civilian-police interactions?
The “Use of Force Continuum” is an outdated concept. Is there an early intervention system enforced to correct officers who use excessive force? Also, does an officer need to receive a certain number of complaints before facing reprimand or even termination?
Vacaville Police Department General Order 341 deals with Standards of Conduct by Police personnel. This policy specifically prohibits excessive force by officers. Additionally, this policy outlines and explains the discipline policy should an officer violate policy. Sustained officer complaints are investigated, and discipline is determined on a case-by-case basis. Based on the severity of the violation, reprimands and/or termination can occur at the first instance.
Does the Vacaville Police Department collect and report data on civilian deaths that occurred in custody and as a result of an officer’s use of force? If so, is the data broken down by demographics?
Yes, the Vacaville Police Department does collect and report this data to the Department of Justice in California as well as the FBI as part of a national program.Does the Vacaville Police Department mandate training and accountability to prevent excessive uses of force?
Responding to resistance training is already being taught by the Vacaville Police Department. De-escalation training is required for all officers. These tactics and techniques are regularly used to avoid the use of force when feasible.
- Police officers are trained and equipped to respond and react to the threats which they may face. Prior to 1993, Police departments across the country were universally equipped with handguns and shotguns as the standard available firearms. The 1993 Hollywood shootout in Los Angeles illustrated that with the availability and prevalence of illegal rifles available to law violators, the police needed appropriate equipment to respond and keep communities safe. The term ‘military grade weapons’ is overly broad given the risks that officers face. However, Vacaville does have an armored vehicle that is used defensively to protect officers as needed in dangerous environments. This vehicle is necessary and was made available to Vacaville under the 1033 federal program and at no cost to local taxpayers.

- City trees are those between a sidewalk and the street, in setbacks between fence lines and the street, and in street medians. All other trees are the responsibility of the property owner.

User Fee Study
According to Propositions 218 and 26, the cost of a fee cannot exceed the “estimated reasonable cost of providing the service.” In accordance with Propositions 218 and 26, the City does not set rates to exceed the cost of service (to make a profit).
- Rents and penalties are not subject to the same “estimated reasonable cost” limitation and is set at the City’s discretion
In some instances, the City may set fees lower than the cost of service to achieve other goals including: maintaining access to public programs and staying competitive with comparable jurisdictions or market rates.
In advance of hearings to change the Master Fees and Charges Schedule, the City issues public notifications. This is completed within 14 days prior to the hearing date and is in accordance with State Law. Notifications are sent/posted via newspaper, public facility postings, and the City’s website.
Utility Billing
- For your convenience, requests for disconnecting service will be accepted online. You may also come in person to the Finance counter, City Hall, 650 Merchant Street to submit a request. The City of Vacaville requires two business days’ notice to disconnect service. In order to disconnect service in two business days, applications must be received by 12:00 pm Pacific time. When you request to have your service disconnected, you will be issued a confirmation number. This number serves as proof that you have requested to have your service disconnected. Please be advised that it is your responsibility to retain this number for your records in the event that a dispute arises with the closing date of your account.

- The sewer treatment variable charge reflects your household’s actual sewer use. Your average “base period” is established for your residence by using your winter water consumption figures. The current variable rate is $0.84 per unit. Your established sewer rate, a combination of fixed and variable charges, remains in effect for one year. Each July, base periods are recalculated.
- Your bill for sewer service is made up of two components: a fixed and a variable charge. The fixed charge helps to cover ongoing costs for sewer collection, treatment, and discharge. The City of Vacaville’s current residential fixed rate is $113.22 for a single-family household and $90.58 for multi-family households, bi-monthly.
- Some costs are ongoing regardless of the amount of water consumed. These are “fixed costs”. The basic service charge is to help cover the fixed costs of our water system which include customer service, facilities maintenance, system readiness, distribution system upkeep and water quality. Your basic service charge is determined by the size of your water connection (meter).

- Unfortunately there are approximately ten times more people in need of housing assistance than the Federal government provides funds to serve. Funds are limited so the number of households that can be assisted is limited. The Vacaville & Solano County Housing Authorities are allocated funds to provide assistance to a set number of families. Names are taken from the waiting list as additional funds are allocated or as people currently being assisted leave the program
Water Conservation
- Yes. The City has recommended outdoor irrigation times and days, based on zip codes, designed to save water. Customers may review additional tips for efficient irrigation on our conservation tips page.
- The recommendations do not restrict, and in fact encourage, customers to continue irrigating their trees efficiently. View more information on watering trees.
- In the event you have a leak on your property (customer side of the meter), City staff is unfortunately not authorized to assist you in repairing the leak or provide any contractor recommendations. We do recommend you reach out to friends, family, and social media for repair services and check back with us to see if you are eligible for a billing credit after the repairs are completed!
- The City currently does not have a greywater program but is looking into the possibilities of establishing a pilot program. Because there are public health issues associated with the use of greywater, it will be important to ensure that the right plumbing components are utilized to transport the gray water from the washing machine inside the home to an outdoor garden that can receive the water. Also, the resident will be required to undergo specific training in the installation and usage of the greywater system.
We will continue to provide the latest information as it becomes available on the possible use of greywater on outdoor gardens and landscapes. - Vacaville's average household water use is about 450 gallons daily, with higher use in the summer and lower use in the winter. This meets the State Water Conservation Act requirement to reduce our water use by 20% by 2020. However, due to the ongoing dry winter conditions, the governor is calling upon residents to further save water up to 20% from their 2020 water use. Present and projected water supply is such that it is not necessary to go beyond Stage 2 at this time.
- The City is not currently restricting water use per household. Should there be future reductions to the water supply, residential water restrictions could be implemented.
Why does residential and commercial building and development continue despite drought conditions? At what stage could development be restricted?
Commercial water use is considerably lower than household water use. Current development activity was approved prior to the current drought restrictions. New developments must conform to the City's water efficient landscape ordinance (WELO) which requires water efficient landscaping designed to restrict outdoor irrigation (the vast majority of household water use).
Restrictions on residential construction can be implemented at Stage 4 or higher depending on water supply conditions.The City may choose to issue fines for non-compliance with the water waste ordinance on a case by case basis.
Water, Sewer, Storm Drains
- If the section of water line that you need to repair is located between your house and the water meter, contact the Finance Customer Service Division at (707) 449-5128 to have your water turned off/on at the meter. If the leak is beyond the shut-off valve, located at the foundation along the front of your house, you can turn that valve off to make your repairs.
- The Maintenance Division at (707) 469-6500 will respond to meter leaks, service leaks (on the City side of the meter), hydrant leaks and leaks in the street. Any leaks from the meter to and within the house are the responsibility of the homeowner.

- The Maintenance Division at 469-6500 will clear your sewer lateral from the cleanout located behind the sidewalk to the main. The homeowner is responsible for the lateral from that clean-out back to the house.
