The Administrative Offices of the Utilities Department (water/sewer treatment) are located at the Easterly Wastewater Treatment Plant, 6040 Vaca Station Road, in Elmira.

Office hours are Monday through Friday, 8:00 AM to  5:00 PM.

Billing questions:

The City's Finance Department handles Utility Billing for both water and sewer services. To start or stop water service, pay a bill, or enroll in e-billing, visit the Utility Billing webpage for e-service options or call Utility Billing at (707) 449-5128.
