The Vaca Valley Parkway / I-505 interchange, originally constructed in the 1970s, has seen little change despite significant development on both sides of I-505 and the connection of Vaca Valley Parkway to Leisure Town Road at the I-80 overpass. Additionally, the interchange does not reflect current travel patterns and lacks safe and accessible facilities for pedestrians, cyclists, and people with disabilities.

The City of Vacaville is advancing the Vaca Valley Parkway / I-505 Multimodal Improvements Project to improve safety, mobility, and connectivity for all users. Following robust stakeholder and public outreach conducted in 2022-2023, the project design reflects community input and has advanced to final design, with construction anticipated to begin in late 2026.

Key improvements include:

Construction of three modern roundabouts to improve traffic flow and reduce conflict points.
A new dedicated bicycle and pedestrian crossing across I-505.
Closure of a 1,700-foot gap in the active transportation network.

Creating a Safer Community

The City of Vacaville is proactive in creating a safer community for motorists, pedestrians, and bicyclists. In order to attain that goal, the following was addressed:

Access to Destinations: Pedestrians and cyclists require direct and easily accessible pathways to reach essential facilities such as schools, businesses, healthcare centers, and public transportation hubs.

Safe Travel Spaces: For pedestrians, this entails having a smooth, obstruction-free walking surface that is wide enough for two wheelchairs to pass, such as sidewalks or separate paths to allow pedestrians and cyclists to travel safely.

Alternatively, cyclists may need designated bike lanes, shared lanes, or physically separated facilities. In areas with low speeds or minimal traffic, a paved shoulder, or the roadway itself may suffice for safe walking or biking depending on the traffic volume. Both pedestrians and cyclists need secure street crossings equipped with appropriate crosswalks, signs, and signals.

Visibility to Traffic: Pedestrians and cyclists should be easily visible to approaching vehicles both day and night. Proper lighting increases safety for pedestrians, cyclists, and motorists.

Access to Sidewalks and Crossings: The availability of well-designed curb ramps to facilitate transitions in elevation making it ADA friendly and easy to utilize multimodal facilities.

Adequate Crossing Time: Pedestrians should be provided with sufficient time to cross intersections and crossings, whether or not pedestrian signals are present. In the absence of signals, there should be adequate breaks in traffic flow to enable safe crossing.

Continuous Facilities: Sidewalks, trails, and bicycle networks should be free from interruptions, obstacles, or sudden changes in direction or width.

Route Designation with Signs and Markings: The use of crosswalk markings, pedestrian way-finding signs, bicycle route indicators, and detour signs in construction zones. These signs should be comprehensible to individuals with limited proficiency in the English language.

Project Scope

The I-505/Vaca Valley Parkway interchange is along I-505 within the City of Vacaville in Solano County. The project involves enhancements to the Vaca Valley Parkway area, spanning from just west of the East Monte Vista Avenue/Crocker Drive intersection to the east of the I-505 northbound on/off ramp junction.

A newly constructed, separate facility for bicycles and pedestrians will be constructed just south of the existing Vaca Valley Parkway helping to enhance the mobility and connectivity of cyclists and pedestrians across I-505 and providing a safe and convenient east-west pathway. Additionally, the project encompasses the replacement of all three intersections with roundabouts to enhance traffic flow and the installation of ramp meters at the northbound and southbound I-505 on-ramps.

The project promotes active transportation options for cyclists and pedestrians to cross the interstate. By providing safe, convenient, and well-designed infrastructure, more people are encouraged to choose walking or cycling as viable alternatives to driving.

Project Funding

The project is funded through a combination of federal grants, a congressional earmark, and local development impact fees. The City has secured external funding through programs such as the Safe Streets and Roads for All (SS4A) Grant Program, as well as an earmark awarded through the Infrastructure Investment and Jobs Act. Development impact fees are used to support project planning, design, and a portion of construction costs.

By combining these funding sources, the City is able to deliver important safety and mobility improvements while minimizing impacts to residents and avoiding reliance on new local taxes.

Congressman Thompson and Garamendi presented the City with a $4 Million check on January 17, 2023 representing the earmarked funds granted as part of the Infrastructure Investment and Jobs Act.

What are the project benefits?

The project will provide a safe systems approach for all roadway users and facilitate increased freight movement from nearby industrial hubs by replacing intersections with roundabouts. In addition to improving vehicular traffic, the new separated pedestrian bridge provides a safer, more accessible crossing of I-505, with a level design that meets ADA standards and improves connectivity between communities.
What is the current project status?

As of March 2026, the project is at the 95% design level, with completion expected following the certification of the environmental document. An Initial Study/Environmental Assessment (IS/EA) and Mitigated Negative Declaration (MND) were circulated in a Public Notice (in English and a Public Notice in Spanish) for the project in October 2025, determining that the project would not have a significant effect on the environment. A virtual public meeting was held on November 17, 2025, and community feedback regarding the project design was collected and incorporated into the IS/EA.
What is the project?

The project will replace three signalized and stop-controlled intersections along Vaca Valley Parkway with three new roundabouts to improve traffic flow and safety. The project will also add a separate pedestrian bridge across I-505, enhancing east-west mobility for cyclists and pedestrians. The existing vehicular overcrossing will not be widened as part of this project.
What project-related public engagement occurred during the design phase?

Extensive public outreach included stakeholder meetings and events from 2021 through 2023. A community survey of Vacaville and the surrounding unincorporated communities occurred in late 2024. The city also hosted a pop-up event at the Vacaville Farmer's Market on June 1, 2025, and met with community members and local small businesses. A virtual public meeting for the project was held on November 17, 2025, for participants to provide comments on the project and the Initial Study/Environmental Assessment (IS/EA). Presently, the City is conducting further engagement with local businesses and community stakeholders, especially those in the project vicinity, to share updates and answer specific questions as the project moves towards construction.
When will construction occur, and will it impact access to existing businesses and residences?

Construction is anticipated to begin in the spring of Spring 2027 and continue for approximately 18 months. Access to existing businesses and residences will be maintained.
Why isn't the I-505 overcrossing being widened?

The project focuses on improving traffic flow and safety at key intersections along Vaca Valley Parkway. While some community members have expressed a desire to widen the I-505 overcrossing, that improvement is outside the scope of this project due to funding and design constraints. The design improves how traffic moves through the corridor without widening the overcrossing.
