At this virtual public meeting, attendees can ask questions and provide comments about the proposed project. Questions and comments will be recorded for the final Initial Study/Environmental Assessment. The project team will also provide information to public meeting attendees on how to make comments directly. Attendance at the public meeting is not required to submit comments.

Not a Project of Air Quality Concern (POAQC):

Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for particulate matter (PM2.5) required by 40 CFR 93.116 and 93.123. This Project is not considered a Project of Concern regarding PM2.5 as defined in 40 CFR 93.123(b)(1). A detailed PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan and Transportation Improvement Program. Comment is requested regarding the project-level conformity analysis.

The public review period for the Draft Initial Study with Proposed Mitigated Negative Declaration / Environmental Assessment (Draft IS/EA) will be 30 days. Day 1 of the review period will begin October 30, 2025. Written comments on the adequacy of the Draft IS/EA must be received by 5:00 p.m. on Monday, December 1, 2025, at the following address:

The I-505/Vaca Valley Parkway interchange is situated between Post Miles (PM) R1.2 and R1.7 along I-505 within the City of Vacaville in Solano County. The project involves enhancements to the Vaca Valley Parkway area, spanning from just west of the East Monte Vista Avenue/Crocker Drive intersection to the east of the I-505 northbound on/off ramp junction. 

A newly constructed, separate facility for bicycles and pedestrians will be placed just south of the existing Vaca Valley Parkway thus enhancing the mobility and connectivity of cyclists and pedestrians across I-505, providing a safe and convenient east-west pathway. Additionally, the project encompasses the replacement of all three intersections with roundabouts to enhance traffic flow and the installation of ramp meters at the northbound and southbound I-505 on-ramps. 

The project promotes active transportation options for cyclists and pedestrians to cross the interstate. By providing safe, convenient, and well-designed infrastructure, more people are encouraged to choose walking or cycling as viable alternatives to driving.

The City of Vacaville is proactive in creating a safer community for motorists, pedestrians, and bicyclists. In order to attain that goal, the following was addressed:

Access to Destinations: Pedestrians and cyclists require direct and easily accessible pathways to reach essential facilities such as schools, businesses, healthcare centers, and public transportation hubs.

Safe Travel Spaces: For pedestrians, this entails having a smooth, obstruction-free walking surface that is wide enough for two wheelchairs to pass, such as sidewalks or separate paths to allow pedestrians and cyclists to travel safely.

Alternatively, cyclists may need designated bike lanes, shared lanes, or physically separated facilities. In areas with low speeds or minimal traffic, a paved shoulder, or the roadway itself may suffice for safe walking or biking depending on the traffic volume. Both pedestrians and cyclists need secure street crossings equipped with appropriate crosswalks, signs, and signals.

Visibility to Traffic: Pedestrians and cyclists should be easily visible to approaching vehicles both day and night. Proper lighting increases safety for pedestrians, cyclists, and motorists.

Access to Sidewalks and Crossings: The availability of well-designed curb ramps to facilitate transitions in elevation making it ADA friendly and easy to utilize multimodal facilities.

Adequate Crossing Time: Pedestrians should be provided with sufficient time to cross intersections and crossings, whether or not pedestrian signals are present. In the absence of signals, there should be adequate breaks in traffic flow to enable safe crossing.

Continuous Facilities: Sidewalks, trails, and bicycle networks should be free from interruptions, obstacles, or sudden changes in direction or width.

Route Designation with Signs and Markings: The use of crosswalk markings, pedestrian way-finding signs, bicycle route indicators, and detour signs in construction zones. These signs should be comprehensible to individuals with limited proficiency in the English language.

This project addresses safer access for all who travel through the project area, completing a gap in the 1/3-mile active transportation network, and connecting bicyclists and pedestrians to destinations that are separated by I-505. The project will increase mobility, improve bicycle and pedestrian safety, expand transportation choices for the community, and support infill development. 

The City received $2 Million from the Congestion Mitigation and Air Quality Improvement Program (CMAQ).

Congressman Thompson and Garamendi presented the City with a $4 Million check on January 17, 2023 representing the earmarked funds granted as part of the Infrastructure Investment and Jobs Act.
