Council meetings are held every 2nd and 4th Tuesday of the month (except for November and December). Development Engineering staff needs to place items on the Council agenda 5 weeks prior to the actual Council date. All necessary maps, agreements, documents, and fees need to be approved and received by the City prior to placing an item on the agenda. Staff needs a written request by the Owner/Applicant for an item to be placed on the Council agenda with the timeframe described above.

Below is a list of some typical items that need to go to City Council for approval: 

• Final Maps
• Annexation or Creation of a lighting landscape maintenance district
• Right-of-Way or Easement Abandonments from the City
• Easement Dedications from the City

Low Impact Development & Hydromodification

All projects within the City of Vacaville are required to comply with City's Post Construction Standards Plan to reduce post-runoff in compliance with the City's Phase II MS4 permit with the State Water Resources Control Board.  For specific requirements, please see Appendix 4 below.

Sediment & Erosion Control

In addition to the above requirement, all development projects disturbing more than an acre of soil are required to submit a Storm Water Pollution Prevention Plan prepared per the State Water Resources Control Board (SWBC) Construction General Permit, prepared by a Qualified SWPPP Developer (QSD).

Projects smaller than one acre shall meet all requirements to prevent storm water runoff from entering the City's storm system, and may be required to submit an Erosion and Sediment Control Plan prepared by a Qualified SWPPP Developer (QSD).

Private contractors, utility companies, and property owners proposing work within the public right-of-way must obtain an Encroachment Permit before beginning any work. 

Utility companies performing emergency work should refer to Policy E-2024-001 Utility Company Emergency Work. 

Applications for the following permit types can be submitted electronically through the City's etrakit portal:

• Minor Encroachment Permits
• Major Encroachment Permits
• Utility Encroachment Permits

Minor Encroachment Permits are issued for work within the public right-of-way that is not associated with a project requiring Planning entitlement approval. Major Encroachment Permits are issued for work within the public right-of-way associated with a project that has completed the Planning entitlement process and received all required Planning approvals.

Applicants can submit applications, upload supporting documents, monitor application status, and communicate with City staff through the etrakit portal.

Review times vary depending on the complexity of the proposed work.  Applicants should generally allow approximately four weeks for permit review. If public improvement plans are required, typical review times are six weeks for the initial submittal and three weeks for subsequent resubmittals.

Scheduling Required Inspections

After your encroachment permit has been issued, and before any work can begin, you must schedule a Preconstruction Conference with Public Works Construction staff.  To schedule a conference, please email Public Works Inspection at PublicWorks_InspectionRequest@CityOfVacaville.gov.

Following the Preconstruction Conference, work may begin in accordance with the approved permit. 

A Construction Inspector must be notified each day work will occur. Inspection requests must be submitted by email to Public Works Inspection at PublicWorks_InspectionRequest@CityOfVacaville.gov before 7:00a.m and should include the following: 

• Project Name
• Project Location
• Encroachment Permit Number
• Contact Name
• Contact Phone Number
• Type of Inspection Requested
• Requested Inspection Time

A Construction Inspector will be assigned and will make every effort to perform the inspection as close as possible to the requested time. 

The City of Vacaville's etrakit portal allows applicants to submit Public Works permit and project applications electronically.
