Description: Project management; roadway, civil, and electrical design; right-of-way acquisition; utility relocation; and construction oversight services for the City of Vacaville’s widening of Browns Valley Parkway.

Proposals must be received by the City on or before 4:00 PM on December 9, 2025.  Proposals shall be received in accordance with the requirements identified in the Request for Proposal.  Any addenda for this solicitation will be distributed via email to the City’s RFP holder list.  It is the proposer’s responsibility to comply with any addenda issued by the City during the solicitation.

The City of Vacaville (CITY) receives Federal grants to fund portions of many of the City's Capital Improvement Program (CIP) projects.  These grants are awarded by various Federal departments which are governed by the Code of Federal Regulations (CFR) and the designated administering agency in California.

In order to secure this vital funding for the City's Capital Improvement Program (CIP) projects, the CITY strictly adheres to the stringent requirements of each grant source and requires the same compliance for all contractors, consultants, and suppliers on all these federally-funded CITY projects.

The City of Vacaville will be upgrading the water and sewer mains along Stinson Avenue, from Cottonwood Street to West Monte Vista Avenue, and along West Monte Vista Avenue, from Stinson Avenue to Dobbins Street. The city will be working with the construction contractor in coordinating and minimizing impacts to the surrounding residences and school. Once the work has been scheduled, the contractor will post message boards alerting the public of the upcoming work.

Construction is Anticipated to Begin in Early 2025

Please be advised that temporary disruptions to water and sewer services, traffic flow, and limited parking availability will occur within the project area. The contractor will provide additional notifications as construction progresses. The City appreciates the community's understanding and cooperation during this important infrastructure improvement and maintenance project.

Some impacts will be noticeable during construction include:
