    The Department of Housing and Urban Development (HUD) requires the Vacaville Housing Authority (VHA) to submit a Five-Year Agency Plan and an Annual Plan each fiscal year during the Five-Year Plan period for continued funding under the Section 8 Housing Choice Voucher Program. The Five-Year Plan states the mission of the VHA in serving the needs of low-income families within the VHA’s jurisdiction and identifies the goals and objectives of increasing the availability of decent, safe, affordable housing while promoting self-sufficiency and ensuring equal opportunity housing. The Annual Plan is part of the 5-Year plan  and details the VHA’s strategies to meet the goals and objectives of the 5-Year Plan.

    The current Five-Year Agency Plan covers the period from July 1, 2020 through June 30, 2025. This year, the VHA is prepared an Annual Plan for the Fiscal Year covering July 1, 2026 through June 30, 2076 as well as the Move to Work (MTW) Supplemental Plan.  The VHA is updated the Administrative Plan.  On Tuesday, April 14, 2026, the Vacaville Housing Authority (VHA) held a public hearing during the Vacaville City Council Meeting.
