    Surplus Land Act Information and Disposition Process

    The City of Vacaville follows California’s Surplus Land Act (Surplus Land Act, Government Code §§ 54221–54234) when considering the sale, lease (over 15 years), exchange, or transfer of City-owned real property. The Surplus Land Act establishes a process to ensure publicly owned land that is not needed for City operations is evaluated for potential affordable housing opportunities before disposition.

    Current Surplus Land Act Notices

    If the City declares property as surplus land, the Surplus Land Act requires the City to issue a Notice of Availability to qualified entities for affordable housing development and follow required timelines for responses and negotiations (Government Code §§ 54222–54223).
