Applications will be accepted starting July 1st of each year. Applications will be date and time stamped when received. Applications will be reviewed for completeness as submitted. Applications will continue to be accepted as long as funds are available, and will be funded in the order in which they were received until funds are exhausted. This Program is funded through Gas Tax and Measure M.

1. Property must be located within Vacaville City Limits.
2. Applicants must have received a Notice of Violation of Municipal Code Section 12.30, Sidewalk Repair and Maintenance, from the City.
3. Residents must be homeowners whose household income is BELOW the 80% of median income noted below.

Households interested in receiving a grant under this Sidewalk Repair Grant Pilot Program must contact the Housing and Community Services (HCS) Department for an application by calling (707) 449-5675, by email at DHR@CityofVacaville.com, or in person at 40 Eldridge Avenue, Suite 2, Vacaville, CA., 95688.

Once a completed application with all supporting documentation is received, HCS staff will review the application and determine Program eligibility.

1. HCS will notify the Public Works Department and Code Enforcement that the applicant is eligible for the program.
2. Public Works will contact the approved contractor to obtain an estimate for the repair.
3. Public Works will forward the estimate to HCS for final application approval.
4. HCS will reserve funding for the repair and notify Public Works and Code Enforcement that the application is approved, and the repair process can begin. HCS will also notify the applicant of the approval and next steps.
5. Public Works will schedule the sidewalk repair with the approved contractor. Once work is complete, Public Works will inspect the final repair to ensure it is complete, approve the final invoice, and send the inspection documentation and final invoice to HCS for payment.
6. HCS will notify the household, Public Works, and Code Enforcement that the repair project has been closed, final payment made, and the Code Enforcement case for the sidewalk violation is closed.

1. HCS will notify the applicant that they are not eligible for the Program. HCS will also notify Public Works and Code Enforcement of the denial.
2. The applicant will be given 10 days to appeal the eligibility determination if they disagree. Appeals will be reviewed by an HCS employee who was not involved in the eligibility decision and is not the decision maker’s direct subordinate.
3. Once the eligibility determination is finalized, including any appeals process, HCS will notify the household, Public Works, and Code Enforcement of the outcome.
4. If the applicant remains not eligible, Code Enforcement will contact the household for follow-up regarding the needed repair.
