Agency and Annual Plan

    The Department of Housing and Urban Development (HUD) requires the Solano County Housing Authority (SCHA) to submit a Five-Year Agency Plan for continued funding under the Section 8 Housing Choice Voucher Program. The Five-Year Plan states the mission of the SCHA in serving the needs of low-income families within the SCHA’s jurisdiction and identifies the goals and objectives of increasing the availability of decent, safe, affordable housing while promoting self-sufficiency and ensuring equal opportunity housing.

    The current Five-Year Agency Plan covers the period from July 1, 2020 through June 30, 2025. This year, the SCHA prepared an Annual Plan for the Fiscal Year covering July 1, 2026 through June 30, 2027 as well as the Move to Work (MTW) Supplemental Plan.  The SCHA also updated the Administrative Plan.  On Tuesday, April 14, 2026, the Solano County Housing Authority (SCHA) held a public hearing at 9:00 a.m. at the Government Center, 675 Texas St. Fairfield.  Below is a final draft of the plans.
