The Housing Authority conducts a rent reasonableness survey to ensure the requested rent is comparable to similar units in the area and consistent with what is charged for unassisted units. Additionally, at initial lease-up, the tenant’s portion of rent cannot exceed 40% of their income for the Vacaville Housing Authority, and cannot exceed 50% of their income for the Solano County Housing Authority.
State Rent Cap (AB 1482)
Under California’s Tenant Protection Act (AB 1482), most residential rentals are subject to annual rent-increase limits. From September 1, 2025 through June 30, 2026, landlords may raise rent by no more than 7.7% over a 12 month period (5% plus local CPI), unless the property is exempt. Exemptions include newer buildings, owner-occupied duplexes, and certain single-family homes. Landlords must follow these state guidelines at lease renewals.
