    The Permanent Local Housing Allocation (PLHA) is a state-funded program established under SB 2 – the Building Homes and Jobs Act to provide cities and counties with a steady, reliable funding source to support local housing strategies.

    The City of Vacaville is using PLHA funds to expand affordable housing opportunities across the city—helping to support safe, stable, and affordable living for individuals and families.

    PLHA funds are distributed locally and can be used for a wide range of eligible activities such as:

    • Developing and preserving rental housing
    • Supporting affordable homeownership
    • Administering housing programs
    • Addressing homelessness and housing instability

    These funds play a vital role in helping the City address housing needs and expand access to safe, stable, and affordable housing. The program provides consistent, flexible funding to help Vacaville meet its housing goals and invest in long-term solutions for the community.
