Annual Action Plan 

The Annual Action Plan outlines how the City of Vacaville will use federal Community Development Block Grant (CDBG) and other housing and community development funds to support programs, services, and infrastructure that benefit low- and moderate-income residents. The plan reflects community input, local priorities, and the City’s long-term goals for equitable development and neighborhood vitality.

CAPER 

The Consolidated Annual Performance and Evaluation Report (CAPER) provides an annual summary of how the City of Vacaville used federal funding—such as Community Development Block Grant (CDBG) funds—to meet the goals identified in the Annual Action Plan. The report highlights accomplishments in areas like affordable housing, public services, community improvements, and economic development.

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U.S. Department of Housing and Urban Development (HUD) mandated report for all communities that receive Community Development Block Grant (CDBG) funding. The CAPER details the City of Vacaville’s success in meeting the housing and community development strategies outlined in its HUD-approved Consolidated Plan.

The CAPER was available for comment from September 4, 2025 to September 23, 2025. On September 23, 2025, a public meeting was held by the City Council at 6:00 p.m. to consider the CAPER and accept any public comment prior to submission to HUD.
