The policy will be introduced in phases. Customers who choose to pay by credit card will see a non-refundable convenience/processing/service fee of up to 3%, charged by the City’s third-party payment provider. The City does not receive any portion of this fee. No-fee options remain available.

Effective May 1, 2026: Business Services

• Business License, Permits and Fees
• Transient Occupancy Tax

Effective July 1, 2026: Community Services

• Utility Billing (water and sewer)
• Excise Billing
• Parks and Recreation

When a customer pays by credit or debit card, the payment is processed by a third-party service, which charges a small fee for handling the transaction. 

• The convenience/processing/service fee applies only when paying by credit or debit card.
• The fee is charged and retained by the payment processing vendor and not the City.
• The fee is non-refundable.

To keep city services fair and transparent, these fees will now be paid by the customer rather than covered by the City. While credit and debit card payments are convenient and flexible, they do involve processing costs.

Previously, the City absorbed these fees in an amount of approximately $400,000 per year. Moving forward, customers who choose to pay by card will be responsible for the associated service fees. This ensures that all residents contribute equitably to the cost of City services.

Passing through credit and debit card convenience/processing/service fees ensures that service costs are paid by those who choose to use that payment method, rather than being subsidized by the general fund.

This policy supports:

• Responsible financial management.
• Cost transparency.
• Long-term sustainability of City services.

It is also a common practice by public agencies to pass along these fees as card usage continues to increase.

Avoid Convenience Fees

Customers who prefer not to pay convenience/processing/service fees have several no-cost payment options available. The following methods are accepted at no additional charge:

• Cash (in person)
• Check or Money Order (in person, by mail, or via drop box)
• ACH / online eCheck payments (where available; no fee, except when using TRAKiT)

In-person payments can be made during regular business hours at designated service counters or approved payment locations.

• Fees will vary slightly depending on the payment system used.
• Not all services will be affected at the same time.
• Clear fee disclosure will be provided before payment is submitted.
• Updates will be made as additional services transition to the new model.
