    Vacaville’s General Plan, the long-term blueprint for community development, last updated in 2015, established two areas for future planning and development: the East of Leisure Town Road Growth Area (ELTGA) and the Northeast Growth Area.

    • The Northeast Growth Area is comprised of 1,400 acres, of which 611 acres are currently within the City of Vacaville and 789 acres are within the unincorporated County.
    • The East of Leisure Town Road Growth Area is comprised of 1,317 acres, of which 669 acres are currently in the City of Vacaville and 648 acres are within the unincorporated County. Both areas are located fully within the City’s Urban Growth Boundary and annexations of unincorporated areas are expected to occur if Specific Plans are approved by the Vacaville City Council.

    Each area includes land identified as “Urban Reserve” in the City's adopted General Plan, which means that the areas are anticipated for future development, however, no specific land use categories have been assigned yet, as that action will occur through the respective Specific Plan processes.

    East of Leisure Town Growth Area Specific Plan

    The Community Development Department is processing a new specific plan proposal to develop approximately 508 acres of land within the East of Leisure Town Growth Area. The draft land use plan depicts approximately 4,219 units at a variety of density types, with parks, open space, mixed-use, and various public facilities, roadways and a school site.  Specific questions related to this project can be emailed to Senior Planner Albert Enault.

    Notice of Preparation

    On November 21, 2025, the City of Vacaville issued a Notice of Preparation (NOP) to announce that the City will act as the lead agency in the preparation of an Environmental Impact Report (EIR) for the East of Leisure Town Growth Area Specific Plan. The City prepared this NOP to provide information regarding the proposed Project and areas of potential environmental effects proposed to be analyzed in the EIR. The NOP was circulated from November 21, 2025 through January 2, 2026, and public comments were collected.

    The Community Development Department has received development applications for three different landowners in the East of Leisure Town Growth Area (ELTGA). The conceptual information provided in the applications below will be used to create a comprehensive specific plan for the ELTGA.
