In 1995, the City Council approved the North Village Specific Plan (NVSP). North Village is a master-planned development in the City of Vacaville consisting of a variety of uses including residential, commercial, business park, public/institutional site, public school site, public park, and public open space. It encompasses approximately 882 acres in the northeast part of the Vacaville, bounded by Midway Road, Leisure Town Road, Vaca Valley Parkway, and Interstate-505. The North Village development is divided into two areas as described below:

• Area Plan 1 (AP1) – Nearly complete, it consists of 1,348 units including single-family, multi-family, commercial, business park, and open space.
• Area Plan 2 (AP2) – Consists of 1,151 units including single-family, multi-family, public park, public school to be relocated from Area 1 to Area 2, open space, and a private swim club to be relocated from Area Plan 2 to Area Plan 1.

As Area Plan 1 nears completion, the Developer has indicated a readiness to begin construction in Area Plan 2. The Developer has stated the changes to Area Plan 2 are necessary to address changing conditions in the housing market, the City’s desire for more “missing middle” housing, and to accommodate a school site in AP2 that was originally planned for development in Area Plan 1. • Change the General Plan and Zoning Map to reflect a new land use plan for Area Plan 2, and update Area Plan 1 to reflect existing conservation areas;
• Reserve an approximately 20-acre site for a public school in Area Plan 2;
• Extend the Development Agreement term by 15 years from 2025 until 2040;
• Increase the total allowable units from 2,499 to 2,599 (the additional units would only be possible if Vacaville Unified School District does not acquire the school site);
• Revise the North Village Specific Plan to update exhibits and standards that reflect the revised land use layout; and
• Obtain approval of a Vesting Tentative Map for Area Plan 2.

  On October 15, 2024, the Planning Commission voted to recommend approval of the project to City Council.

• City Council Meetings (previous)
  On September 26, 2023, the City Council continued the project to a date uncertain.

• City Council Meetings (previous)
  On August 22, 2023, the City Council held a public hearing to consider the project as resubmitted on March 31, 2023, and any project revisions to address Council's comments at the previous meeting on December 13, 2022. At the meeting, staff presented the project and new provisions by the applicant and public comments were received. At the end of the meeting, the City Council voted 5-0 to continue the project to the September 26, 2023 City Council meeting.

• City Council Meetings (previous)
  On December 13, 2022, the City Council held a public hearing to consider the project and negotiated provisions requested at the previous meeting on October 25, 2022. At the meeting, staff presented the project and new provisions by the applicant and public comments were received. At the end of the meeting, the City Council voted 4-2 to request further concessions from the application on affordable housing, a swim club, and building the apartments early in the development process.

• City Council Meetings (previous)
  On October 25, 2022, the City Council held a public hearing to consider the proposed amendments to Area Plan 2, receive public comments, and render a decision of the development applications. At the end of the meeting, the City Council voted 5-0 to continue the meeting to the December 13, 2022 meeting to negotiate additional provisions including a swim club element, purple piping for irrigation, adding a wow factor to the park, disclosures for new home buyers, and building high-density apartments first.

• Planning Commission Meeting (previous)
  On September 20, 2022, the Planning Commission held a public hearing to consider the proposed amendments to Area Plan 2, receive public comments, and provide a recommendation to the City Council. At the end of the meeting, the Commission voted 5-0 to recommend approval of the project to the City Council.
