In mid-May 2025, the Building Division launched an improved permitting software. The improved system allows the City to respond more efficiently to the public's needs by offering an expanded list of online permit applications, online payment options, electronic plan reviews, and transparent permit information. Permit history can also be accessed through the improved system.

You can submit your building permit application by creating an account on etrakit. Through this system, the required plans and additional documentation (that are not secured or password protected) are submitted for the specific project. To ensure a successful submittal, please review our Electronic Plan, Document, and Signature Submittal Guidelines and submittal requirements.

• Verify the address is in Vacaville City Limits.
• Contractors please contact the Building Division at (707) 449-5152 to register and get a password for online access. From the dropdown menu, select "Contractor" and enter the password you received. You will be prompted to create a new password with your initial log in.
• Residential Rooftop Solar Permits of any KW size are available on line and a solar permit automatically includes a Main Panel change out if one is desired. Please note that refunds are generally not available for photovoltaic solar permits issued on line.
• Project plans should not be copied or printed out without first requesting permission from any design professional whose name appears on the copy.

PG&E asks that before you start any work that involves digging, call 811 at least two working days before you dig to avoid hitting any gas lines or other underground utilities.
