Notice of Construction on Private Property

The City of Vacaville is partnering with Intrepid Fiber Networks to construct a state-of-the-art fiber network for our community!

What you need to know:

Intrepid is constructing a fiber broadband network to bring ultra-fast, high-speed internet to your neighborhood (view maps in the letter). Intrepid’s goal is to minimize disruption to Vacaville’s residents and businesses during this project.

• If you have existing utility poles on your property, Intrepid and its contractors may need to access them during the engineering and construction phases.
• Intrepid will notify residents 72 hours in advance of construction via door hangers.
• Construction will occur in the public rights-of-way and public utility easements.
• Primary working hours will be Monday through Friday between 8:00 AM and 5:00 PM.
• Minimal impacts are expected on holidays, weekends, and after hours.
• High-speed internet service will be available after construction.

Broadband is a term used to describe any high-speed Internet access used that enables wireless and/or wireline connectivity to cell phones, computers, tablets and other devices.  

As online dependency continues to increase, broadband will become an even more important component to equip the City, residents and local businesses with the services they need to compete and thrive in the digital economy. 

The City recently submitted an application for the Last-Mile Federal Funding Account (FFA) grant, administered by the CPUC, for $9,622,081.59.  The FFA grant is a $2 billion grant program for last-mile broadband infrastructure projects to connect unserved Californians.  According to the CPUC and Infrastructure Investment and Jobs Act (IIJA), unserved is defined as a location without any broadband service at all or with internet service offering speeds below 25/3 Mbps, and an underserved location is one without broadband service offering speeds of 100/20 Mbps.  This planned 29+ mile fiber optic network is predominantly located below grade in conduit and will pass more than 3,300 unserved Vacaville addresses, which represents approximately half of the unserved addresses in Solano County.

Phase I

On May 19th, 2021 the City of Vacaville was awarded the Department of Commerce’s Economic Development Administration (EDA) grant for $187,500 to fund the City of Vacaville Broadband Master Plan.  Matching funds of $62,500 have already been budgeted as a requirement for the grant.

The EDA award supports the Authorized Scope of Work for this project which includes:

1. Develop a comprehensive request for proposals for the procurement of a consultant to prepare a City of Vacaville-Broadband Master Plan.
2. Contract with selected consultant.
3. Prepare and develop a comprehensive Citywide Broadband Master Plan document which includes identification of existing infrastructure and provide recommendations and requirements for the City to undertake for the construction of a complete and fully functional broadband/fiber optic rings system. This master plan document will be the basis for implementing the actual construction and buildout of the required infrastructure.

Phase II

On December 8, 2022, the City applied for and was awarded a $493,936 LATA grant from the California Public Utilities Commission (CPUC) to fund its Digital Infrastructure Design and Implementation Plan, following the completion of the Broadband Masterplan.  This phase has several key components:

• Design Engineering including conceptual design, construction documents, procurement requirements, construction standards, and sequencing and standards.

• Partner Request for Proposal Development including selecting the best private sector partner to manage the City’s publicly-owned fiber network.

• Partner Negotiations to include the best terms that address services across sectors such as public commercial, residential, education, and healthcare.

On April 22, 2025, the City Council selected Intrepid Fiber Networks as the top-scoring proposer for a fiber-optic network public-private partnership and has authorized the City Manager or their designee to negotiate the public-private partnership agreement to expand broadband access for the City of Vacaville.

Intrepid Fiber Networks is a Fiber-to-the-Premises operator and builder with a Wholesale Open Access Model, based in Broomfield, CO. Intrepid was incorporated in January 2022 and is led by established telecommunications executives with over 100 years of combined experience in the industry. Their mission is to deliver world-class fiber to communities throughout the United States to meet the broadband demands of the future.

Entrust Engineering (formerly Magellan) was selected to develop Phase I, a Broadband Master Plan to guide the construction, implementation, maintenance, management, regulation, operation and funding of the City’s broadband assets. The plan provides details about available infrastructure and a gap analysis, along with recommendations for routes and locations for a fiber and/or wireless buildout to pave the City’s digital highway. 

Entrust Engineering also helped with Phase II of pursuing the construction of a local, publicly owned fiber backbone. The design leverages the state's middle-mile network by connecting in at least two points to create a resilient fiber network to meet the needs of unserved and underserved citizens and businesses within the City of Vacaville.

Entrust Engineering continues to assist the City with its partnership negotiations, funded by Intrepid Fiber Networks.
