Strategic Plan for FY 2021-2026
The City’s Strategic Plan for FY 2021–2026 wraps up this June, and we’d love your input as we begin shaping Vacaville’s next big vision.
A Strategic Plan is the City’s roadmap for the next several years. It helps City Council and staff set priorities, guide department work programs, and make budget decisions—so we stay focused on what matters most to the community.
The Resident Satisfaction Survey open in fall 2025, resulted in more than 1,000 submissions, and we received valuable insight from participants who attended the focus groups. Thank you to everyone who contributed so far—your feedback is helping shape Vacaville’s vision for the future.
City Council Strategic Planning Session: Community Invited
City Council will hold a Strategic Planning Session at the Three Oaks Community Center (1100 Alamo Drive):
- Friday, January 16 | 5:00 – 9:00 PM
- Saturday, January 17 | 9:00 AM – 3:00 PM
There will be time at the start of each session for public comment. On Friday evening, City staff will provide a status update along with department and budget presentations.
Community members are also encouraged to participate during the workshop portion on Saturday, January 17, where City Council will discuss priorities in a format similar to the community focus groups held this past fall.

Strategic Goals
The Strategic Goals take the Mission and Vision statements and provide more specificity to them. If the goals are achieved it brings more life and meaning to the Mission and Vision. The Goals also provide the framework for choosing and prioritizing what strengths, weaknesses, opportunities and threats (that were identified through a SWOT analysis) should be addressed in this Strategic Plan.
We will use data, metrics and other indicators to better understand both our Strategic Plan Goals and our relative attainment of them.
