Strategic Plan for FY 2021-2026
The City's Strategic Plan 2021-2026 is coming to an end in June, and work is well underway to shape Vacaville’s next strategic vision.
Over the past several months, the City gathered extensive community and leadership input. We received more than 1,000 responses to the community feedback survey, connected with residents and stakeholders during three public focus groups, and heard valuable direction from the City Council during a two-day strategic retreat.
Thank you to everyone who shared their ideas and perspectives.
Over the coming month, City staff will compile and analyze all feedback received to identify common themes, priorities, and opportunities. This information will be used to refine proposed goals and develop strategic initiatives, implementation strategies, and measurable milestones.
It is anticipated that the City Council will consider a draft Strategic Plan in March 2026, which will align priorities during the development of the Fiscal Year 2026-27 budget.
Why the Strategic Plan Matters
A Strategic Plan serves as the City’s roadmap for the coming years. It helps City Council and staff:
- Set clear priorities
- Align department work programs
- Guide future budgets and resource allocation
- Focus efforts on what matters most to the Vacaville community
Strategic Goals
The Strategic Goals take the Mission and Vision statements and provide more specificity to them. If the goals are achieved it brings more life and meaning to the Mission and Vision. The Goals also provide the framework for choosing and prioritizing what strengths, weaknesses, opportunities and threats (that were identified through a SWOT analysis) should be addressed in this Strategic Plan.
We will use data, metrics and other indicators to better understand both our Strategic Plan Goals and our relative attainment of them.
