I am pleased to introduce the City of Vacaville’s Three-Year Strategic Plan, a guiding framework that will shape our priorities, services, and investments from July 2026 through June 2029. This plan represents an important milestone in our ongoing commitment to serving our community with intention, transparency, and accountability.

The development of this plan reflects months of thoughtful engagement, analysis, and collaboration. We worked closely with the City Council, our dedicated staff across all departments, and community stakeholders to ensure a comprehensive understanding of Vacaville’s needs and aspirations.

Through this process, several ideas and potential actions were identified, evaluated, and refined. Ultimately, these efforts were distilled into a focused set of strategic goals, objectives, and actionable strategies that will guide our work in the years ahead.

As our community continues to grow and evolve, so too must our approach to delivering high-quality services. This strategic plan aligns our organization around shared priorities while remaining responsive to emerging challenges and opportunities. It reflects our commitment to fiscal responsibility, innovation, and meaningful community engagement.

The plan is organized around five core strategic goals that represent our highest areas of focus: Organizational Culture, Economic Development, Quality of Life, Public Safety and Infrastructure and Fiscal Health. Each of these strategic goals are supported by measurable objectives and strategies that will serve as benchmarks for progress and accountability. This framework will enable us to make informed decisions, allocate resources effectively and foster a culture of continuous improvement.

This framework is more than a document—it is a commitment to our residents, businesses, and community partners. This plan is designed to align our collective efforts in achieving our mission, while reflecting our vision and values. It will guide how we invest in our future, strengthen our organization, and continue to enhance the quality of life in Vacaville.

Development of the Strategic Plan was guided by an extensive public engagement process designed to ensure the City's priorities reflect the values and aspirations of the Vacaville community. The planning process included participation from City Council, community members, City staff, and the Senior Leadership Team.

Community input was gathered through:

• An online community survey with more than 1,000 responses
• Community focus groups conducted both in person and virtually
• Interviews with the Mayor and City Council Members
• Senior Leadership Team interviews and workshops
• Public strategic planning sessions
• Department-level planning meetings

This collaborative process identified recurring themes, community priorities, organizational needs, and opportunities that shaped the City's strategic goals, objectives, and implementation strategies.

Following development of the Strategic Plan, City departments worked collaboratively to develop a comprehensive implementation framework that transforms strategic priorities into measurable actions.  The Strategic Plan includes 37 strategic objectives and 177 implementation strategies that will guide City initiatives through Fiscal Year 2029. This structured approach strengthens organizational accountability, improves coordination across departments, and helps ensure City resources remain aligned with Council priorities and community expectations.

Each strategic initiative includes:

• Project start dates and anticipated completion dates, where applicable
• Assigned project leads and supporting staff
• Participating departments
• Budget considerations
• Performance measures and implementation milestones 

The City is committed to regularly evaluating progress toward achieving its strategic goals.

Implementation progress will be monitored through:

• Ongoing Senior Leadership Team reviews
• Quarterly progress reporting
• Annual Strategic Plan evaluations
• Performance metrics and organizational dashboards

These efforts will enable City leadership to monitor progress, adapt to changing needs, and ensure continued alignment between strategic priorities and operational activities.

To improve performance management and public transparency, the City is implementing ClearPoint Strategy, a cloud-based strategic planning and performance management platform.

ClearPoint serves as the City's centralized system for managing strategic initiatives, performance measures, project milestones, budgets, and implementation status. The platform improves collaboration across departments while providing leadership with real-time visibility into organizational progress.

As part of the City's commitment to open government, ClearPoint will support a public-facing transparency portal where residents can view progress on strategic initiatives through interactive dashboards, performance measures, and project updates. Providing public access to this information promotes accountability, builds trust, and allows the community to follow the City's progress toward achieving its strategic goals.
