Chapman, Sarah
Dr. Sarah Chapman was elected to the Vacaville City Council on November 8, 2022, to fulfill a four-year term.
Dr. Chapman has been a resident of Vacaville for 43 years. She holds a Bachelor's Degree in Business Administration/Accounting, a Master's Degree in Public Administration/Manpower Management from Golden Gate University, and Ph.D. in Public Policy and Administration/Management and Leadership.
She and her husband, Frederick, a retired member of the Air Force, celebrated their first seven marriage anniversaries in Frankfurt Germany where both their son and daughter were born. Upon returning to the United States and locating at Travis AFB, Dr. Chapman obtained worked at Solano Community College and the Mare Island Naval Shipyard in a variety of positions finally retiring as an Inside Machinist. She went on to work as an Executive Director of a small 501C-3 non-profit organization offering direct services to elementary grade students and providing services to run-a-way youth and their families.
Her passion for education and doing for others led to her first run for public office. Dr. Chapman, with the help of many, was successful in her run for the Vacaville Unified School District Board of Trustees where she served the youth, residents, and district community for 18 years. Prior to her successful run for Vacaville City Council, she worked tirelessly for the Solano Community College District as a Governing Board member for 10 years.
As a lifelong learner and servant leader, Dr. Chapman was a ten-year employee as an Adjunct Professor in the School of Business facilitating courses in organizational management and development. Sarah's belief is it's impossible to be an effective leader, without empathy, the ability to listen, and being transparent. An informed electorate is a supportive electorate. Above all else, Sarah seeks a 'Quality of Life for All.'
