The City is seeking proposals from qualified consulting firms to prepare a comprehensive Fee Study and Citywide Cost Allocation Plan. The project will include development of a transparent and defensible methodology for allocating direct, indirect, overhead, and internal service costs across City departments and programs, along with an editable cost allocation model and procedures that City staff can independently maintain and update in future years.

The consultant will also review all City Council-adopted fees and rates to determine the full cost of providing City services, evaluate current cost recovery levels and market rates where applicable, recommend adjustments to existing fees, and identify fees that should be added, modified, or removed. The overall study is intended to support equitable, sustainable, and legally defensible cost allocation and fee-setting practices.
