VACAVILLE, Calif. – City Manager Savita Chaudhary announced that Community Development Director Erin Morris will lead the newly merged Community & Economic Development department, effective December 23, 2025. In this expanded role, Ms. Morris will oversee Planning, Building, Economic Development, and the Planning Commission.
Economic development is a critical priority for the City of Vacaville. This merger aligns the City’s planning and economic development functions to better coordinate growth, streamline services, enhance customer service, and advance strategic initiatives that benefit both residents and businesses.
“Erin’s proven leadership and dedication to Vacaville will be key as we integrate these departments to enhance services and strengthen our business climate,” said City of Vacaville City Manager Savita Chaudhary. “Her expertise in leading change and building strong partnerships will ensure the City delivers meaningful results for our community.”

Ms. Morris will continue leading improvements to the City’s development review process and will spearhead the creation of the City’s 2026 Economic Development Strategy.

Ms. Morris brings over 25 years of experience in land use planning, project management, and public policy, with a track record of managing complex development projects, community outreach, capital project delivery, and neighborhood planning.
Ms. Morris holds a Bachelor’s degree from Sonoma State University and is a certified planner with the American Institute of Certified Planners. Outside of work, she enjoys walking, cooking, and spending time with her family.
