City of Vacaville Named a 2025 Visionary Digital Inclusion Trailblazer

Vacaville earned 19 out of a possible 23 points, placing the City among a select group of communities nationwide that have demonstrated a deep, organization-wide commitment to digital inclusion. The Visionary designation is reserved for communities that have fully integrated digital inclusion strategies across government operations, services, and community engagement.

“Digital access is no longer optional—it is essential to quality of life, economic opportunity, and civic participation,” said John Carli, Mayor of the City of Vacaville. “Being named a Visionary Digital Inclusion Trailblazer reflects Vacaville’s commitment to ensuring every resident, regardless of circumstance, has the tools and access needed to thrive in a digital-first world. We are proud to be leading by example and building a more connected, inclusive community.”

The Digital Inclusion Trailblazers program evaluates local governments on their efforts to ensure residents have access to affordable, reliable broadband, internet-enabled devices, digital skills training, and accessible online services. Vacaville’s recognition reflects years of intentional investment in digital access, equity-centered service delivery, and modernized public engagement.

“This recognition affirms Vacaville’s commitment to ensuring all residents can fully participate in today’s digital world,” said City Manager Savita Chaudhary. “Digital inclusion is essential to equitable access to City services, education, employment, and civic participation. This honor reflects the dedication of our staff and community partners who work every day to remove barriers and expand opportunity.”

Vacaville’s digital inclusion efforts support residents across a wide range of needs, including access to online City services, digital literacy, language accessibility, and technology resources that strengthen workforce readiness and community resilience.
