City of Vacaville to Host Community Meeting on Battery Energy Storage Systems

VACAVILLE, Calif. – The City of Vacaville will host a community meeting to present an overview of BESS facilities, provide background on the moratorium, discuss the process for drafting a new ordinance, and seek feedback from the community.

The meeting will be held at the Ulatis Community Center, 1000 Ulatis Drive, Rooms D & E, on October 22, 2025, at 6:00 PM. The meeting will also be live streamed on Comcast Channel 26 and AT&T Channel 99, and the City’s YouTube feed.t

In the first half, City staff will provide a general overview of BESS facilities, explain the background of the temporary moratorium adopted in 2024, and discuss ongoing progress to prepare an ordinance for regulating BESS facilities in the City of Vacaville. In the second half of the meeting, the public will have the opportunity to comment and ask questions, and provide suggestions to be covered in the draft ordinance. Staff will work to address as many concerns during the presentation and question and answer session. 

The City of Vacaville is dedicated to fostering an environment where residents both feel heard and that their feedback matters. A proposed ordinance will be developed following the meeting to incorporate community input. The document will be added to the City’s BESS webpage and provided via e-mail to subscribers. The City recommends that everyone who is interested in obtaining additional information and future updates subscribe to the e-mail list.

Specific BESS questions can be emailed to Senior Planner Albert Enault, who will make every effort to respond in a timely manner, add FAQ’s to the City’s BESS webpage, and/or address specific topics during the community meeting.
